Role Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Software Developer with extensive experience designing, developing, deploying, and supporting large-scale n-tier enterprise applications.

The successful candidate will have solid hands-on expertise in Java, Spring Boot, RESTful APIs, React/Angular, PostgreSQL, JPA/Hibernate, Azure, cloud-native application development, and automated testing . The role requires a strong understanding of application architecture, modern design patterns, integration, security, performance, scalability, accessibility, and enterprise software development practices.

The ideal candidate will be comfortable working across the full Software Development Life Cycle (SDLC), collaborating with business stakeholders and technical teams, and providing technical leadership during design, development, testing, deployment, integration, and production support activities.

Key Responsibilities

- Translate business requirements and technical specifications into scalable, secure, and fully tested full-stack applications.
- Develop detailed technical designs, architecture specifications, and programming specifications.
- Design, develop, review, debug, test, document, and maintain high-quality application code.
- Build and enhance data-driven applications and backend services using Java and Spring Boot.
- Develop robust RESTful APIs and microservices-based architectures.
- Design and implement modern, responsive frontend applications using React and/or Angular.
- Develop reusable and component-based UI solutions using JavaScript and TypeScript.
- Design and implement unit, integration, API, and end-to-end testing strategies.
- Build and maintain automated test suites and integrate testing into CI/CD pipelines.
- Design and optimize relational and cloud databases, including PostgreSQL and Azure Cosmos DB.
- Develop SQL queries, database functions, schemas, indexes, and optimized data-access solutions.
- Utilize JPA, Hibernate, and MyBatis for ORM and data integration.
- Implement caching solutions such as Redis where appropriate.
- Develop and support cloud-native applications using Microsoft Azure services.
- Support Azure App Services, Azure Functions, Azure Storage, and Azure Database for PostgreSQL.
- Troubleshoot and resolve application, integration, performance, and production issues.
- Support application deployment, data migration, system integration, and environment management activities.
- Collaborate with cross-functional teams through code reviews, technical discussions, design sessions, and Agile ceremonies.
- Conduct and participate in technical design walkthroughs.
- Ensure solutions meet security, performance, scalability, and accessibility requirements, including AODA/WCAG standards.
- Prepare and maintain technical documentation, design artifacts, user documentation, and system documentation.
- Contribute to continuous improvement of development processes, tools, coding standards, and quality practices.
- Provide technical support during implementation, system integration, data conversion, migration, and post-implementation activities.

Required Skills & Experience Backend Development – Java / Spring Boot / Integration — 30%

- 8–10+ years of experience developing n-tier enterprise applications.
- Strong hands-on experience with Java, Spring Boot, and Spring Framework, including Core, MVC, Security, Data, and Batch.




- Proven experience designing and developing RESTful APIs.
- Strong expertise in application architecture and modern design patterns, including MVC, security, and integration patterns.
- Experience with application performance optimization.
- Experience implementing and managing caching technologies such as Redis.
- Experience integrating enterprise systems with service integration platforms or integration hubs.
- Proven ability to deliver secure, scalable, and production-ready backend solutions.
- Strong experience with unit and integration testing.
- Expertise in application design, deployment, troubleshooting, and technical problem resolution.

Frontend Development – React / Angular — 20%
- Strong experience with modern frontend frameworks such as React and/or Angular.
- Proficiency in JavaScript and TypeScript (ES6+).
- Experience developing responsive, accessible, and user-friendly web applications.
- Awareness and practical understanding of AODA/WCAG requirements.
- Experience implementing component-based architectures and reusable UI components.
- Experience integrating frontend applications with RESTful APIs and backend services.
- Understanding of frontend performance optimization, state management, and application scalability.

Database & ORM – 15%
- Strong experience with PostgreSQL, SQL, and Azure Cosmos DB.
- Experience with database schema design, normalization, query optimization, and indexing.
- Experience developing database functions, preferably using PL/pgSQL.
- Hands-on experience with JPA, Hibernate, and MyBatis.
- Experience integrating ORM frameworks with backend services.
- Experience supporting data-driven enterprise applications.
- Strong understanding of relational and database technologies.

Cloud Platform – Azure — 20%
- Demonstrated experience with Microsoft Azure services, including:

- Azure App Services

- Azure Functions

- Azure Storage

- Azure Database for PostgreSQL
- Experience deploying and supporting cloud-native applications.
- Understanding of cloud scalability, monitoring, security, and performance.
- Experience with application deployment and environment management.

Test Automation & Quality Engineering — 10%
- Strong experience with automated testing across unit, API, integration, and end-to-end (E2E) testing.
- Hands-on experience with JUnit 5 and Mockito.
- Experience with frontend testing frameworks such as Jest.
- Experience with E2E testing tools such as Playwright or Katalon.
- Experience automating API testing and validating RESTful services.
- Understanding and practical application of Behavior-Driven Development (BDD) practices.
- Proven ability to design, implement, and maintain automated test suites within CI/CD pipelines.
- Strong focus on software quality, reliability, maintainability, and test coverage.
