Role Snapshot The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Program Manager –
- Organizational Change &
- Transformation to provide strategic leadership for a significant organizational transformation initiative.
The successful candidate will lead the transition from a project-based delivery model to a product-based operating model, aligned with the Common Cluster Operating Model (CCOM), OPS Service Framework, and broader enterprise objectives.
This role will oversee organizational change management, stakeholder engagement, business readiness, communications, operating model transition, governance, and adoption activities across executives, managers, employees, and ministry partners.
The ideal candidate will have extensive experience leading large-scale organizational transformation and change management programs, with strong public-sector experience, executive communication capabilities, stakeholder management skills, and expertise in change frameworks, organizational readiness, and transformation governance.
Key Responsibilities
- Program Leadership &
- Transformation Management
- Lead the end-to-end organizational transformation program supporting the transition to a Product-Based Delivery Model.
- Develop and maintain integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
- Establish governance structures, reporting mechanisms, and executive decision-support materials.
- Coordinate activities across business, technology, HR, communications, and ministry partner workstreams.
- Provide strategic advice to executives regarding organizational readiness, transformation risks, and mitigation strategies.
- Monitor overall program health, outcomes, dependencies, and transformation progress.
- Change Management &
- Organizational Readiness
- Develop and execute comprehensive organizational change management strategies and plans.
- Conduct stakeholder analysis, change impact assessments, and organizational readiness assessments.
- Identify organizational risks, resistance points, adoption barriers, and areas requiring intervention.
- Design and implement change initiatives supporting behavioral and cultural transformation.
- Establish change champion and leadership engagement programs.
- Develop readiness frameworks, assessment tools, and adoption measures.
- Measure change adoption, organizational readiness, and benefits realization.
- Support training, onboarding, knowledge transfer, and transition activities.

- Stakeholder Engagement
- Design and execute large-scale communications and stakeholder engagement strategies.
- Develop executive-level communications, presentations, key messages, FAQs, and engagement materials.
- Facilitate leadership workshops, town halls, stakeholder consultations, focus groups, and ministry partner forums.
- Ensure consistent and effective messaging across stakeholder groups.
- Manage stakeholder feedback channels and incorporate feedback into transformation activities.
- Build strong relationships with executives, managers, staff, ministry partners, vendors, and other stakeholders.

- Support development of the future-state operating model aligned with the Common Cluster Operating Model (CCOM).
- Facilitate the definition of new roles, accountabilities, governance structures, processes, and service delivery models.
- Identify organizational gaps, dependencies, and process improvement opportunities.
- Develop transition plans and implementation sequencing.
- Promote alignment with enterprise standards, Target State Architecture, and broader transformation objectives.
- Support the transition from project-based delivery toward product-based delivery principles.

- Develop organizational readiness frameworks and assessment tools.
- Coordinate training, onboarding, and knowledge transfer activities.
- Support branch and ministry transition planning.
- Monitor change effectiveness and organizational performance throughout implementation.
- Establish mechanisms for continuous improvement and sustained transformation.

- Establish and maintain transformation governance structures and processes.

- Prepare executive dashboards, progress reports, governance packages, and decision-support materials.
- Deliver weekly transformation dashboards and progress reporting.
- Track program progress against success factors and key enablers.
- Establish and coordinate secretariat functions, processes, and tools supporting executive leadership teams and committees.
- Provide regular status updates to program directors and governance committees.
