We are seeking an experienced Senior Program Manager – Organizational Change & Transformation to lead a significant enterprise transformation initiative focused on transitioning from a traditional project-based delivery model to a product-based operating model .

The successful candidate will provide strategic leadership across organizational transformation, change management, stakeholder engagement, communications, governance, operating model transition, and business readiness .

Key Responsibilities

- Lead end-to-end organizational change and transformation programs across multiple workstreams.
- Develop integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
- Develop and execute comprehensive change management and organizational readiness strategies .
- Conduct stakeholder analysis, impact assessments, readiness assessments, and change planning.
- Establish change governance, performance measurement, adoption metrics, and benefits realization frameworks.
- Lead large-scale stakeholder engagement and communications strategies .
- Develop executive presentations, key messages, briefing materials, FAQs, and other communications.
- Facilitate leadership workshops, town halls, focus groups, stakeholder consultations, and engagement sessions.
- Support future-state operating model and organizational design , including roles, accountabilities, governance,



and service delivery models.
- Develop transition plans, training and adoption strategies, change champion networks, and sustainability plans.
- Provide strategic advice to senior leadership on transformation risks, organizational readiness, and mitigation strategies.
- Coordinate activities across business, technology, HR, communications, and ministry partner teams.
- Monitor and report on program health, adoption, transformation progress, KPIs, and benefits realization.

Must-Have Qualifications
- Proven experience leading complex organizational transformation and change management initiatives .
- Solid knowledge and practical application of recognized change management frameworks and methodologies .
- Experience conducting stakeholder analysis, change impact assessments, organizational readiness assessments, and change planning .
- Demonstrated success driving organizational adoption and culture change .
- Experience establishing change governance and performance measurement frameworks .
- Proven experience designing and executing large-scale communications and stakeholder engagement strategies .
- Experience developing executive-level communications, presentations, key messages,



and engagement materials .
- Experience working within public sector environments , including governance, approvals, accountability, and labour relations considerations.
- Strong program leadership, strategic planning, facilitation, communication, and stakeholder management skills.

Nice to Have
- Experience working with the Government of Ontario / OPS .
- Familiarity with GovTechON, Common Cluster Operating Model (CCOM), and product-based delivery principles .
- Experience with organizational design and operating model transformation.
- Experience using Azure DevOps, Microsoft 365, Power BI, SharePoint , or project portfolio management tools.
- Experience developing KPIs, adoption metrics, readiness measures, and benefits realization frameworks.
