Role Description This is a project-based role in Ontario for a Senior Public-Sector RFP & Procurement Consultant. The consultant will lead and manage end-to-end public-sector RFP and tender processes, including opportunity scouting, bid/no-bid assessments, and preparation of compliant, competitive proposals for municipal, provincial, and federal entities. Day-to-day responsibilities include analyzing procurement documents, developing bid strategies aligned with Dot Lighting’s LED solutions, coordinating technical and commercial inputs from internal stakeholders, and ensuring timely submission of all required materials.

The role will also involve advising leadership on procurement trends, maintaining relationships with public-sector clients and procurement authorities, and supporting contract negotiations and post-award compliance. The consultant will collaborate closely with sales, product, and operations teams to align public-sector opportunities with the company’s capabilities and growth objectives.

Qualifications

- At least 5–10 years of Ontario public-sector procurement experience.




- Demonstrated consulting or management-consulting experience advising organizations on complex procurement strategies, RFP development and competitive sourcing processes.
- Strong analytical skills, including the ability to interpret procurement requirements, assess contractual and commercial risks, and develop evidence-based procurement and bid strategies.
- In-depth knowledge of Ontario broader-public-sector procurement frameworks, particularly those used by school boards, municipalities, colleges, hospitals and other publicly funded organizations.
- Proven experience managing end-to-end RFP, RFQ and tender processes, including requirements development, procurement strategy, evaluation criteria, pricing structures, risk assessment, contract award and implementation support.
- Experience with lighting modernization, electrical contracting, energy-efficiency projects or performance-based energy agreements is strongly preferred.
- Knowledge of outcome-based and performance-based procurement models. Familiarity with energy measurement and verification methodologies is considered an asset.
- Excellent written and verbal communication skills, including the ability to develop clear procurement documents and communicate effectively with internal stakeholders, consultants, public-sector representatives and executive decision-makers.
- Familiarity with Canadian public-sector e-procurement platforms, including MERX, Biddingo, Euna/Bonfire and bids&tenders.;
- Working knowledge of public procurement compliance, competitive tendering requirements, contract-law fundamentals, trade agreements and conflict-of-interest considerations.
- Post-secondary education in business administration, public administration, supply chain management, engineering or a related discipline.
- Professional designations such as SCMP, CPPB, CPPO, PMP, CEM or CMVP are considered assets.
- Ability to work collaboratively in an on-site environment in Markham, Ontario, and build effective working relationships across EcoBright’s sales, engineering, product, finance and operations teams.
