About the Opportunity
We are looking for an experienced Health, Safety & Environmental Manager to join a growing construction organization in Woodstock, Ontario.

This is a strategic HSE leadership chance for someone who wants more than a traditional compliance-focused role.

The HSE Manager will work directly with the Executive Team and operational leadership to help shape the organization's HSE strategy, strengthen systems and programs, develop the HSE function, and build the safety culture needed to support continued growth.

This is a role for someone who can understand the business, identify where HSE needs to go next, and turn that thinking into practical action across the organization.

Location: Woodstock, ON

Job Type: Full-time, Permanent

Schedule: Monday–Friday, 8:00 AM–4:30 PM

Compensation: $100,000–$130,000 annually, depending on experience

What You’ll Be Doing

Act as a trusted HSE partner to the Executive Team and provide strategic guidance on health, safety and environmental matters.

Develop and influence company-wide HSE strategy in alignment with organizational growth plans and business objectives.

Identify emerging HSE risks, trends and opportunities and provide practical recommendations to leadership.

Establish, monitor and improve meaningful HSE KPIs and performance measures.

Lead the development and continuous improvement of HSE policies, programs, systems and processes.

Strengthen the organization's overall safety culture, accountability and engagement.

Lead, mentor and develop the existing HSE team, including the HSE Field Manager and HSE Coordinators.

Assess the evolving needs of the HSE function and help build the structure, processes and capabilities required as the organization grows.

Develop and manage integrated HSE and Quality Management Systems in alignment with applicable ISO standards and industry best practices.

Support COR and ISO certification initiatives, audits, corrective actions and continuous improvement.





Maintain strong knowledge and oversight of OHSA, WSIB, COR, ISO 14001 and other applicable regulatory requirements.

Work closely with project, operational and field teams to ensure HSE strategy is effectively translated into day-to-day operations.

Oversee risk management, hazard assessments, incident investigations, training and corrective action processes.

Analyze HSE data and trends to identify areas for improvement and support informed business decisions.

Provide leadership and support during significant HSE events, escalations and organizational decisions.

Build strong relationships with both Executive Team members and field personnel, maintaining credibility across all levels of the organization.

Visit project sites as required to understand operations, build relationships and remain connected to field realities.

What We’re Looking For

7+ years of progressive HSE experience , including a minimum of 3 years within the construction industry.

Strong construction industry experience, with heavy civil construction experience strongly preferred .

Previous experience at an HSE Manager, Senior HSE Manager, HSE Director, HSE Lead or similar senior level.

Demonstrated experience developing, owning or significantly influencing company-wide HSE strategy .

Experience partnering directly with senior leadership or an Executive Team.

Proven ability to use HSE data, KPIs, trends and risk analysis to influence business decisions.

Experience building, improving or scaling HSE programs, systems and processes.

Strong leadership experience, including developing and mentoring HSE professionals and operational teams.

Experience working across multiple projects, sites or operational environments.

Strong understanding of OHSA, WSIB, COR and ISO 14001 requirements.

Experience with audits, corrective actions,



incident investigations, risk management and hazard assessments.

Experience with Quality Management Systems and/or integrated HSE and Quality programs.

Strong communication and relationship-building skills, with the confidence to influence and challenge leadership constructively.

A pragmatic, solutions-oriented approach to HSE.

Ability to communicate effectively with both Executive Team members and field personnel.

Strong analytical and problem-solving skills.

Degree or diploma in Occupational Health & Safety, Environmental Science or a related discipline.

CRSP or CSP designation strongly preferred.

NCSO certification considered an asset.

Proficiency with HSE management systems and Microsoft Office.

What Makes This Role Different
This is not a traditional site-focused HSE Manager position .

The organization already has field resources in place. The HSE Manager will be expected to remain connected to the field, particularly while learning the business and building relationships, but the long-term focus is on strategy, leadership, systems, culture and organizational growth .

Location & Travel
The position is based in Woodstock, Ontario , with travel to project sites within approximately a 100 km radius of Woodstock .

Site responsibilities will be shared with the existing HSE field team.

Relocation candidates may be considered, with relocation at the candidate’s own expense.
