The Technical Specialist, Real Property Management, provides data-focused real property and asset management services to support the delivery of Client-Partner real property projects and programs. The incumbent acts as a technical specialist with working knowledge of mechanical, electrical and asset systems, supporting the collection, review, input, validation and ongoing updating of facility and asset information. This role requires someone who is comfortable working extensively behind a computer to search, enter, reconcile and maintain data in real property information management systems, while also being able to visit sites to gather and confirm information directly. The incumbent works collaboratively with RP Ops Shops, DCC construction teams, Client-Partners and other stakeholders to ensure asset and facility data is accurate, complete and aligned with operational, maintenance, capital planning and project delivery needs.

KEY AND PERIODICACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:

Primary

Complete complex real property project work (e.g. facility reviews, technical reviews,strategic plans, development plans)

Assist with generating facility management statements of operational requirements,preparing business cases and conducting investigations, as required

Develop, implement and manage real property management programs (preventive anddemand maintenance administration) and/or energy programs to ensure buildings andsystems remain operational and energy efficient (e.g. identify maintenance and repairrequirements, determine damage responsibility, prepare estimates and technical reports)

Audit facilities to determine compliance, condition, maintenance requirements, energyefficiency and Client-Partner satisfaction





Participate in procurement planning

Provide project management support to real property information management systems

Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders

Ensure quality standards are met, in line with corporate and Client-Partner expectations

Other

Assist in drafting real property policy

Prepare monthly reports (e.g. internal and for the Client-Partners)

Support and/or lead business development activities

Manage risk

Other duties as assigned

SKILLS
General and Specific Knowledge

Best practices, methods, trends and legislation in real property, land use, facilitymanagement and maintenance methods

Client-Partner, Public Services and Procurement Canada and Treasury Board Secretariatpolicies and procedures

Project and risk management principles

Formal Education and/or Certification(s) and Experience

Minimum: college diploma in land use planning, engineering, architecture,facility/property management or related field with four years’ relevant experience, or theequivalent.

Preferred: university degree in one of the above fields and/or additional training inproject management; professional certification may be required depending on position(e.g.



Certified Engineering Technologist or related designation); eligible for certificationas a professional planner if working in planning role (e.g. Registered ProfessionalPlanner, Real Property Administrator, Facilities Management Administrator).

Typical office environment with occasional travel
