POSITION SUMMARY
As Urban One’s Proposal Manager within the Preconstruction Team, you will lead the strategic development and delivery of pursuits across mixed-use residential, institutional, and public sectors. Working closely with executive leadership, business development, preconstruction and operational teams, you will manage the pursuit lifecycle from chance identification and Go/No-Go decision-making through proposal development and submission.
The role is focused on identifying and evaluating opportunities aligned with Urban One’s business objectives, developing compelling, client-focused proposals, establishing effective pursuit strategies and positioning Urban One for successful outcomes.
ESSENTIAL FUNCTION AND RESPONSIBILITIES
- Manage the end-to-end proposal process, including opportunity tracking, qualification, Go/No-Go evaluations, pursuit planning, proposal development and submission.
- Lead kick-off meetings and strategy sessions to establish win themes, competitive positioning, key messaging, responsibilities and pursuit schedules.
- Analyze RFQ/RFP requirements, project scopes, client priorities and evaluation criteria to develop tailored pursuit strategies and compliant submissions.
- Collaborate with business development, executive leadership and preconstruction teams to evaluate opportunities and align pursuits with strategic business objectives.
- Coordinate with multidisciplinary teams across Preconstruction, Estimating, Construction Operations, Design Management, VDC/BIM, Health & Safety, Finance, Legal and Marketing in preparation of proposals.
- Write, edit and tailor proposal content, including covering letters, executive summaries, team narratives and value propositions.
- Lead the design and production of proposal documents and presentations using Adobe InDesign, ensuring strong visual communication, brand consistency and compliance with client requirements.
- Support project interview and presentation preparation, including strategy, content development and presentation materials.
- Lead and support public-sector and institutional pursuits, including government-funded procurement programs.
- Manage and maintain proposal resources, including project sheets, resumes, boilerplate content, templates and the corporate collateral library.
EDUCATION AND EXPERIENCE
- Bachelor’s degree or diploma in Marketing, Communications, Journalism, English, Business or a related discipline, or equivalent experience.
- 5+ years demonstrated experience managing RFQ/RFP responses, preferably within construction, architecture, engineering, real estate or professional services.
- Confident and collaborative, with the ability to think strategically and help teams develop strong pursuit and proposal strategies.
- Strong written and verbal communication skills, with demonstrated proposal writing and editing capabilities.
- Excellent organizational, problem-solving and time-management skills, with the ability to manage multiple concurrent pursuits and competing deadlines.
- Advanced proficiency in Adobe InDesign and proficiency with Microsoft Office.
- Confident working with executive leadership, technical teams and multidisciplinary stakeholders.
- Experience with public-sector procurement and
- Design-Build pursuits is considered an asset.
