ABOUT THE ROLE Reporting to the Program Manager, Departmental Emergency Management, this position is primarily dedicated to providing emergency management and business continuity support to Long-Term Care (LTC), with additional support to Adult Day Programs (ADP), while also contributing to broader departmental emergency preparedness, response and business continuity activities.
Working closely with LTC leadership and staff across York Region’s two Long-Term Care homes, the Specialist provides emergency management subject matter expertise to support emergency response planning, hazard identification and risk assessment, business continuity planning, staff training, drills and exercises, emergency response and continuous improvement. The position requires a strong working knowledge of the Fixing Long-Term Care Act, 2021, associated regulatory requirements and applicable accreditation standards related to emergency preparedness and continuity of operations.
This is an operational, multi-site role requiring regular travel between York Region’s two LTC homes, Adult Day Program locations and other Regional locations using a personal vehicle. Mileage is reimbursed in accordance with Regional policy. The successful candidate will also be required to work up to six overnight shifts per month to support LTC emergency preparedness activities, including drills,
training and exercises, as well as other evening or after-hours activities as required.
As a member of the CHS Departmental Emergency Management team, the Specialist also supports department-wide business continuity planning (BCP) and emergency management initiatives, Emergency Social Services (ESS) preparedness and emergency response activities. The position participates in the rotational CHS Duty Officer function to support emergency notifications and after-hours coordination.
WHAT YOU'LL BE DOING
Provides dedicated emergency management and business continuity subject matter expertise and support to Long-Term Care leadership and staff across York Region’s LTC homes Supports the annual Long-Term Care Emergency Management Program, including coordination of emergency preparedness priorities, activities and requirements Maintains a strong working knowledge of the Fixing Long-Term Care Act, 2021, associated regulations, accreditation standards and other applicable requirements related to emergency preparedness, emergency response and business continuity in Long-Term Care Reviews and supports the development and maintenance of LTC Emergency Response Plans, emergency code policies, procedures and supporting documentation, identifying gaps, risks, vulnerabilities and opportunities to strengthen preparedness Facilitates annual Hazard Identification and Risk Assessment (HIRA) activities with LTC leadership and staff, including analysis and documentation of risks and recommendations to inform emergency preparedness priorities Facilitates Business Impact Assessment (BIA) reviews and supports business continuity planning, including identification of critical functions, dependencies, recovery priorities, mitigation strategies and continuity options Plans, develops, coordinates and facilitates emergency preparedness training, orientations, monthly drills and required annual emergency exercises across LTC homes, including scenario development, facilitation, observation and evaluation Leads and facilitates After Action Reviews (AARs) following emergency exercises and response activations and supports the identification, documentation and tracking of corrective actions and improvement opportunities Maintains and monitors corrective action plans and works collaboratively with LTC partners to support continuous improvement of emergency preparedness activities Provides emergency management support during incidents affecting LTC homes, including on-site support, coordination, situational awareness and other response activities as required Develops and delivers emergency preparedness education, presentations, briefings, training materials, guidance documents and other resources for LTC staff and leadership Builds and maintains effective working relationships with LTC leadership, home administrators, operational staff and subject matter experts to support coordinated emergency preparedness across multiple facilities Provides emergency management and business continuity support to Adult Day Programs (ADP), including preparedness planning, training, exercises and related initiatives Travels regularly between York Region’s two LTC homes, Adult Day Program locations and other Regional locations using a personal vehicle to support planning, meetings, training, drills, exercises and emergency response activities, with mileage reimbursed in accordance with Regional policy Works up to six overnight shifts per month to support LTC emergency preparedness activities, including drills, training and exercises, as well as other evening or after-hours activities as required Develops, maintains and updates CHS emergency management, business continuity,
contingency and Emergency Social Services plans, procedures and supporting documentation, ensuring alignment with Departmental and Regional requirements Contributes to department-wide emergency preparedness activities, training and exercises as part of the CHS Departmental Emergency Management team and supports broader emergency management and business continuity initiatives Supports the development, implementation and maintenance of business continuity, resumption and labour disruption contingency plans in collaboration with CHS leadership and program areas Provides operational support during CHS emergency activations, including participation in Emergency Operations Centres and the Departmental Emergency Coordination Centre (DECC), response coordination, situational awareness, planning, documentation and post-incident activities Serves as CHS Duty Officer on a rotational basis to provide continuous coverage for emergency notifications, partner inquiries and after-hours coordination Represents CHS Departmental Emergency Management on internal and external committees and working groups and delivers presentations and information related to emergency preparedness and departmental initiatives Leads or supports special projects aligned with Departmental and Regional emergency management, business continuity and organizational resilience priorities Performs other duties as required to meet Divisional, Branch and Departmental objectives
WHAT WE'RE LOOKING FOR
Successful completion of a University degree in Social Science, Business Administration, or a related discipline, or approved equivalent combination of education and experience. Minimum three (3) years experience in emergency planning or operational contingency planning or project management or policy and program development. Experience and/or training in emergency planning, response and exercises, and business continuity planning. Valid Ontario Class “G” driver’s license and a reliable vehicle for use on corporate business. Demonstrated knowledge of emergency management program development, applicable legislation and industry standards, disaster exercise initiatives and current emergency management practices. Knowledge of regional and local government roles and responsibilities, including emergency social services responsibilities in the event of an emergency. As a condition of employment, candidates will be required to provide a satisfactory Police Vulnerable Sector Check (PVSC), tuberculosis screening and proof of immunization in accordance with the Long-Term Care Homes Act (O.Reg.79/10).
