PCA is a national construction association that represents more than 150 construction

contractors across Canada. Our members employ over 40 thousand skilled tradespeople

who primarily belong to the CLAC union and other progressive unions.

We act as the conduit between our members, government, and industry to help our

members grow their business.

PCA was founded in 2000 by a small group of like-minded contractors who wanted

change: more innovative industry practices and fairer government policies that provide an

equal opportunity to build projects and deliver good value on all infrastructure investments.

Since our founding, PCA has worked to ensure fair access to work opportunities for our

members by promoting a legislative framework and industry practices that establish a level

playing field and build a modern, competitive Canadian construction industry.

Position Summary

Reporting to the Vice President, Public Affairs, this position is a member of PCA’s Policy and

Advocacy Team. The role also supports the President & CEO in project owner engagement

and member relations. The Regional Director works collaboratively with PCA’s

Western/Federal Government Relations Team and other PCA Directors across the

organization.

The Regional Director, Alberta & Prairies supports and advances PCA’s profile and

execution across Alberta, Saskatchewan, and Manitoba, coordinating regional government

relations, advocacy, communications, and member engagement in alignment with national

Success in this role requires building and maintaining strong, constructive working

relationships with various stakeholders, including, but not limited to, other construction

associations, natural resource industry partners, business association partners and PCA’s

labour partner(s).

Core Job Responsibilities

Government Relations, Policy & Advocacy

Support and execute PCA’s government relations and industry engagement programs across the Prairies under the direction of the VP, Public Affairs and the President & CEO

Lead and provide strategic advice and implementation for priority advocacy files

Build and maintain relationships with ministers’ offices, senior officials, MLAs and opposition, agencies/Crown entities (as relevant), and municipal procurement leaders

Lead coalition strategy where relevant, and build relationships with key stakeholder partners

Plan and execute advocacy days across Western Canada

Monitor legislation,



regulations, and consultations; prepare briefing notes, submissions, and stakeholder materials reflecting PCA positions and Prairie realities

Monitor the competitive landscape, track major projects in development, and identify emerging opportunities or threats to member interests

Represent the organization at industry, community, and government events

Liaise with the PCA VP Labour Relations on the intersection between development and implementation of public policy and practical realities of labour relations programs and practices

Identify emerging issues, reputational risks, and opportunities for proactive engagement

Member Relations and Communications

Maintain feedback loop with members through regular outreach, visits, issue intake, and follow-through

Ensure members are continually updated on advocacy and industry engagement work through regular member communication (member bulletins) and social media

Support PCA leadership in strategic relationships

Plan and deliver regional member events, roundtables, GR “days,” and stakeholder briefings

Identify and advance joint PCA–labour partner opportunities that strengthen member value and regional influence, ensuring coordination and alignment on goals and messaging

External Communications & Spokesperson

Serve as a regional PCA spokesperson in coordination with leadership and communications support

Author talking points, media materials, and advocacy content (including social/digital where appropriate) Support regional digital content creation (including podcasts and blogs as part of PCA’s digital advocacy strategy) to advance advocacy priorities and member engagement

Support regional campaign execution (earned media, coalition work, stakeholder engagement)

Labour-Partner & Stakeholder Collaboration

Maintain a strong, professional working relationship with PCA’s labour partners’ regional leadership and staff across Prairie provinces, including regular touch points, shared planning, and issue coordination

Develop and deliver joint initiatives with our labour partner(s)



that advance shared policy priorities (e.g., training, labour legislation, labour supply, mobility, safety, and productivity-related messaging, and coordinated stakeholder engagement)

Participate in relevant industry groups and conferences; represent PCA on boards/committees where aligned with PCA objectives—including joint representation with labour partners where beneficial and appropriate

Qualifications

3+ years in government relations, public policy, or stakeholder relations (provincial/municipal experience strongly relevant)

Proven ability to strategize, plan, and execute advocacy initiatives, manage multiple files, and deliver on deadlines

Excellent writing and presentation skills (briefing notes, correspondence, stakeholder materials)

Demonstrated relationship-building with government and industry stakeholders

Highly organized, detail-oriented, and committed to quality

Service-oriented and motivated to represent and support PCA members

Comfortable with mainstream media and effective professional use of social media

Ability to travel regularly (approximately 30-40% travel)

Knowledge of construction, procurement, infrastructure delivery, and/or construction labour relations

Experience in a not-for-profit or membership association environment

Personal Attributes

Independent and collaborative; confident representing PCA while aligning with national strategy

Confident public advocate: willing and able to speak out on regional issues publicly when needed, including proactive media engagement (broadcast/print/digital), staying on-message, and representing PCA’s positions professionally in high-scrutiny environments

Strong partnership mindset; comfortable coordinating priorities with aligned stakeholder groups

Solutions-oriented, calm under pressure, and focused on execution

Adaptable and politically savvy; able to navigate different political environments and stakeholder contexts across three provinces

Compensation

Compensation is commensurate with industry standards for government relations

professionals with comparable experience and responsibilities
