Capital Projects & Construction Manager

Target Salary Range: $120,000–$150,000

Position Summary The Capital Projects & Construction Manager acts as the General Manager's delegate and owner's representative for the site's capital program, taking full ownership of capital project planning, prioritization, and execution. This position leads a continuous, multi-year pipeline of multi-million-dollar capital projects — including facility and warehouse expansions, major equipment installations, and greenfield/brownfield industrial construction — from initial concept and prioritization through design, procurement, construction, commissioning, and handover to operations.

As the owner's representative, this individual coordinates and challenges consultants, contractors, and internal stakeholders to protect the company's interests throughout each project, and builds enough working knowledge across engineering and technical disciplines (e.g. wastewater treatment, mechanical, electrical, civil, greenhouse/cultivation systems) to engage credibly with subject matter experts and stress-test the input they receive. This individual is not expected to be the engineer of record on any given discipline, but must be able to "talk the talk" and ask the right questions.

The role is accountable for developing and defending project budgets and schedules, for managing contracts and contractor performance, and for translating technical and financial detail into explicit recommendations and approval packages for the General Manager and corporate leadership.

Key Relationships

- General Manager (direct report) — primary partner on project prioritization, budget approval, and portfolio decisions.
- Corporate PMO — alignment on project governance, reporting standards, capital approval processes, and portfolio prioritization.
- QA / Validation (dotted line) — coordination on validation requirements for capital projects affecting regulated processes.
- Compliance Officer — coordination on site safety and regulatory (e.g. MoL) compliance during construction.
- External engineering consultants, contractors, and vendors.

Key Responsibilities Capital Planning & Portfolio Management

- Own and maintain the site's multi-year capital project roadmap, including prioritization, lead times, budgets,



and deliverable tracking.
- Evaluate and prioritize new capital initiatives in line with the site's growth and expansion strategy.
- Track progress across multiple concurrent projects and flag resource conflicts, schedule risk, or budget risk at the portfolio level.
- Ensure projects comply with corporate PMO methodologies, reporting standards, and stage-gate approval requirements.
- Provide the General Manager with regular, structured portfolio updates.

Project Execution

- Develop project schedules, milestone plans, and cash flow forecasts; own project budgets with authority to develop, defend, and proactively escalate variances.
- Maintain project risk registers.
- Coordinate engineering consultants and design partners; review drawings and specifications to ensure designs align with operational requirements; facilitate design review meetings with stakeholders.
- Develop project scopes and bid packages; support procurement activities and vendor selection.

Owner's Representation & Contract Management

- Act as the owner's representative on capital projects, coordinating and challenging consultants, contractors, and internal stakeholders to achieve project objectives and protect the company's interests.
- Lead contract negotiations and manage contractor performance throughout the project lifecycle.
- Manage change-order control, contractor claims, and commercial risk to protect project scope, schedule, and budget.

Regulatory & Permitting

- Identify and manage provincial and municipal permitting requirements applicable to capital projects.
- Liaise with relevant regulatory authorities and authorities having jurisdiction as needed.
- Ensure capital projects meet applicable building codes and industry-specific regulatory requirements.

Construction Management

- Coordinate all construction activities on site, including sequencing across trades and contractors.
- Ensure construction activities are executed in accordance with EHS requirements, contractor management programs, permitting requirements, and safe-work procedures, in coordination with the Compliance Officer on broader regulatory/EHS matters.

Commissioning & Handover

- Coordinate system testing and commissioning, including validations, in partnership with QA/Validation.
- Ensure all project documentation is completed.
- Facilitate operational handover and training.
- Ensure deficiencies are resolved before project closeout.





Stakeholder Synthesis & Leadership Reporting

- Build sufficient technical fluency across relevant engineering disciplines to engage credibly with subject matter experts and evaluate the quality of their input.
- Identify and engage the right internal and external experts (consultants, engineers, contractors) to build a complete, accurate picture of each project's technical, cost, and risk profile.
- Develop financial analyses — including ROI, payback, and NPV assessments — to support capital investment decisions and business cases.
- Prepare and present clear, well-supported project updates and capital approval packages — including business case, cost/benefit, and risk — to the General Manager and corporate leadership.
- Translate technical and engineering detail into business-relevant language for non-technical stakeholders and decision-makers.

Qualifications

- Degree or Diploma in Engineering, Construction Management, Project Management, or related discipline.
- 7–10+ years of progressive experience managing industrial capital projects and facility expansions, including facility/warehouse expansion, major equipment installations, manufacturing expansions, infrastructure upgrades, or greenfield/brownfield industrial projects valued at $5M–$50M+.
- Experience acting as an owner's representative on large capital projects, coordinating consultants, contractors, and internal stakeholders to achieve project objectives.
- Experience working with contractors, consultants, and procurement teams, including contract negotiation, change-order control, and claims management.
- Experience in regulated manufacturing, food, pharmaceutical, greenhouse, or cannabis environments.
- Experience with greenhouse/cultivation infrastructure systems (HVAC, irrigation, fertigation, power distribution, backup generation, wastewater treatment, automation and controls), warehousing, or logistics preferred.
- Demonstrated ability to work across multiple engineering and technical disciplines and translate complex technical information for non-technical audiences — this role requires broad working knowledge across disciplines rather than deep specialization in any one.
- Strong track record developing and presenting business cases, financial analyses (ROI, payback, NPV), budgets, and project recommendations to senior leadership.
- PMP, Gold Seal Certification, professional engineering designation (P.Eng.), Lean/Six Sigma, or Construction Management certification considered an asset.
