General Description The Council Secretary provides comprehensive clerical and administrative support to Chief and Council within the Council Secretariat — Council’s independent information and governance capacity under the Lhulh’uts’ut’en organizational model.
The role coordinates Council and Finance & Audit Committee meetings, maintains accurate records, drafts Band Council Resolutions, supports governance processes, and safeguards the integrity and confidentiality of Council’s information.
Accountability and structure The Council Secretariat reports to Chief and Council and is independent of the Executive Officers: it collaborates with all three EOs but takes no direction from them. HR oversight for Secretariat staff rests with Council, supported by the Human Resources shared service.
Key responsibilities
- Provide administrative and clerical support to Chief and Council, including scheduling, meeting packages, and follow-ups.
- Coordinate Council and Finance & Audit Committee meetings; attend, record accurate minutes, and distribute them promptly.
- Maintain the recommendation log of the Finance & Audit Committee and the decision log of the Executive Officer coordination meetings, for which the Secretariat is custodian.
- Track motions, resolutions, and action items; draft Band Council Resolutions and maintain the log of Council decisions.
- Organize meeting logistics — rooms, technology, catering, materials — and coordinate Council travel and accommodation.
- Maintain and safeguard official Council and governance records, electronic and physical, including the Nation’s foundational governance documents in the Secretariat’s custodianship.
- Act as clerical liaison between Council and the Executive Officers to support communication and information flow.
- Support community event coordination and governance-related community engagement as directed.
- Maintain strict confidentiality and integrity of all governance-related information.
Qualifications
- Diploma or certificate in office administration, business administration, or a related discipline.
- Minimum 2–3 years of administrative experience, preferably supporting senior leadership or governance bodies.
- Experience with minute-taking, meeting coordination, and records management.
- Experience working with a First Nation organization is an asset.
- An equivalent combination of education and experience may be considered.
Knowledge, skills, and abilities
- Strong organizational and time-management skills with attention to detail.
- Excellent written and verbal communication; ability to take clear, concise, accurate minutes.
- Proficiency in Microsoft Office (Word, Excel, Outlook, Teams); ability to manage multiple priorities and deadlines.
- Demonstrated professionalism, discretion, and confidentiality.
- Knowledge of Band Council Resolutions and governance processes is an asset.
- A criminal record check is a condition of employment, reflecting access to confidential governance records.
Working conditions and requirements
- Office environment; extended hours during Council, committee, and community meetings,
including occasional evenings.
- Travel coordination support will be required.
Compensation and benefits Lheidli T’enneh offers a full perks package after three (3) months, including extended health, dental, disability, and life insurance. In addition to salary and vacation pay (4%), the Nation provides 18 paid elective days per calendar year, two (2) weeks of additional paid vacation during the Christmas closure, a percentage-matched (5.5%) pension plan, and mileage allowance or use of a Nation vehicle for work purposes.
