The Director of Economic and Community Development is a senior leadership position responsible for advancing the City’s long-term economic viability, community growth, land use planning, development services, and permitting functions. This role is foundational to the City’s financial sustainability, integrating economic growth, investment attraction, and municipal planning to position the City as a preferred location for development and business expansion.

Responsibilities

- Provide strategic leadership, staff supervision, budget oversight, and an operational direction for a multidisciplinary team across planning, economic development, permitting, and building service.
- Serve as senior strategist for economic growth, expanding the assessment base, advancing downtown revitalization, supporting business retention/expansion, and attracting private sector capital.
- Promote the City to developers, site selectors, and investors; build strong business partnerships and lead high-level development negotiations.
- Lead all land use planning, Official Community Plan (OCP), administration, zoning bylaws, subdivision approvals, and building inspection services in compliance with provincial legislation.
- Collaborate across departments and levels of government to identify, apply for,



and secure provincial/federal funding aligned with municipal strategic priorities.
- Act as senior representative in public consultations, council reporting, media inquiries, and Saskatchewan Municipal Board hearings

Qualifications

- University degree in Economic Development, Urban Planning, Business Administration, Public Administration, Commerce, Geography, Engineering, Community Development, or related discipline. Master’s degree is considered an asset.
- 10 years of progressive management experience, preferably within a senior municipal setting.
- Membership in CIP and Registered Professional Planner (MCIP, RPP) status is considered an asset.
- Valid Class 5 Driver’s License with a personal vehicle for work purposes.
- Thorough knowledge of the Planning and Development Act, Zoning Bylaws, OCP and land development processes.
- Proven track record in strategic foresight, market analysis, financial oversight and complex issue resolution.
- Exceptional interpersonal, communication, public facilitation and team leadership abilities, with a commitment to role modeling the City’s corporate values (Professionalism, Respect, Pride, One Team and Integrity).
