Transportation and Infrastructure - Government of Newfoundland and Labrador
This is a professional and scientific position dealing with the development and implementation of policies and programs for the environmental assessment of and the environmental protection related to transportation infrastructure projects and activities Province wide. The position helps protect the setting (fish and aquatic, wildlife, botanical and historic resources) by using existing and new methods of environmental assessment, protection and monitoring which can be applied to provincial transportation infrastructure. The position undertakes professional environmental applied biology and ecology work with emphasis on the evaluation of fish and fish habitat and aquatic ecosystem in the assessment and protection of the environment by performing assessments, remediation, data collection, analysis and monitoring assessments of transportation projects and activities.
The position is responsible for the evaluation and implementation of new assessment methods and tools for determining the effects of transportation projects on the environment; performs professional environmental biology and ecology work in the protection of the environment, including human health; and includes the use of risk management assessment tools for assessing transportation projects. The incumbent liaises with federal, provincial and territorial government departments, municipalities, aboriginal groups, consulting firms, transportation associations, industry, equipment operators, non-government organizations and the general public.
In addition to a background in water resources management and ecology, this position requires a broad background in environmental issues, and natural resources management (forestry, agriculture, mining, etc.) The incumbent liaises with federal and provincial government departments, municipalities, municipal associations, local service districts, engineering and consulting firms, equipment suppliers, industry, other non-government organizations, and the general public.
The major Acts and Regulations from which the position draws authority are: Water Resources Act SNL 2002 cW-4.01, Environmental Protection Act, SNL 2002 E-14.2, Species at Risk Act, Environmental Assessment Regulations 2003, Used Oil Control Regulations, Pesticide Control Regulations 2003, Federal Fisheries Act, Federal Environmental Protection Act, Environmental Control Water and Sewer Regulations, and Storage and Handling of Gasoline and Associated Products Regulations CNR 775/96. (c the incumbent provides scientific technical advice and recommendations to the Senior Environmental Scientist. The position operates with considerable independence and fieldwork. The other duties as required.
Screening Criteria
1. Bachelor of Science degree or postgraduate diploma in a related area.
Equivalencies will be considered.
2. Experience in water resource management
3. Experience with construction projects
4. Experience in the development and implementation of water quality monitoring programs
5. Experience collecting, statistically analyzing and interpreting environmental data
Assessment Criteria
1. Knowledge of water resource management
2. Knowledge of fish and wildlife ecosystems of Newfoundland and Labrador

4. Knowledge of developing and implementing water quality monitoring programs
