POSITION SUMMARY:
Under the direction and supervision of the Chief Executive Officer (CEO), and the Minor Chief Portfolio Holders of Tsuut'ina Nation ("The Nation"), the Public Works Executive Director (ED) provides leadership, direction, and oversight to the programs and departments within the Public Works portfolio, in accordance with Head Chief and Minor Chief (HCMC) mandates. The ED works closely with the CEO, Minor Chief Portfolio Holders, Directors and Managers to ensure the effective implementation of departmental work plans, budgets, policies, strategic objectives, and operational activities, while supporting the long-term planning and management of the Nation’s infrastructure and assets.
DUTIES AND RESPONSIBILITIES:
- Strategic Leadership and Portfolio Management; in conjunction with the CEO and Minor Chief Portfolio Holders, develop an overall strategic plan for the portfolio, including its vision, goals, and objectives. Provide leadership, direction, and oversight to Public Works Directors and Managers, ensuring departmental work plans, budgets, policies, and strategic objectives are implemented effectively. Develop and carry out long-term plans for the Nation's infrastructure and assets based on community needs and priorities, future maintenance and replacement requirements, available funding, and overall costs. Set benchmarks and key performance indicators for Directors and Managers, and support them in achieving established targets. Make recommendations to the CEO and Minor Chief Portfolio Holders regarding departmental changes as required. Manage, administer, and deliver all programs and services within the Services Portfolio, including Asset Management, Housing Repair and Maintenance, Infrastructure, Major Renovations, Mechanical Maintenance, Commercial Construction, Roads Maintenance, Technical Services (formerly New Homes), Civic Services and Permits. The portfolio may be amended from time to time.
- Governance, Reporting and Accountability; attend all HCMC meetings, CEO meetings, and Nation citizen meetings, conferences, workshops, and other meetings as required. Provide regular reports to the CEO and Minor Chief Portfolio Holders on departmental performance, major projects, budgets, and emerging issues. Prepare monthly reports for the Nation. Maintain current knowledge of, and compliance with, all financial, governance, and Nation policies.
Ensure that all departments are up to date with reporting, financial requirements, and employment policies and procedures. Liaise with Minor Chief Portfolio Holders as required.
- Human Resources Management and Staff Leadership; in conjunction with the CEO and Human Resources, carry out Director and Manager evaluations, hires, promotions, suspensions, terminations, and other employee-related matters within the scope of Nation policies and procedures. Coordinate, mentor, and support Managers in delivering construction, home maintenance programs, operations services, and administrative support for Tsuut'ina homeowners.
- Financial Management, Procurement, and Funding; oversee and approve payroll within budgetary allocations. Assist with Requests for Proposals (RFPs) for projects. Ensure procurement, contracting, and tendering activities comply with Nation procurement policies and funding agreements. Ensure financial reporting meets the requirements of funders and other stakeholders. Ensure departments seek grants and/or alternative funding.
- Infrastructure, Operations, and Service Delivery; maintain and streamline the MaintainX work order system across the portfolio. Coordinate and support the after-hours call response process. Liaise with departments and contractors.
- Directives, and Organizational Compliance; implement and complete all written directives within legislation and policy, as provided by the CEO and Minor Chief Portfolio Members.
- Perform other duties as assigned.
QUALIFICATIONS AND SKILLS:
Desired Education, Knowledge, and Experience:
- The successful candidate must have an acceptable combination of education, experience, and knowledge, which may include: Relevant post-secondary education, qualified training, and significant senior management experience in public works, infrastructure, construction, housing, business administration, or a related field. Equivalent combinations of education, traditional or community knowledge, and demonstrated experience will be considered. A degree in Business Management is considered an asset.
- Journeyman certification in a relevant trade is considered a strong asset.
- Minimum of seven (7) years of verifiable experience and knowledge in construction and infrastructure project management.
- Demonstrated experience in budget management, capital projects, procurement and contract management, personnel leadership, and working within First Nations governance.
- Willingness and ability to undertake further training in management and business administration through a recognized post-secondary institution.
- Knowledge of reporting requirements for various funders and stakeholders.
- Proficiency in computer applications, including word processing, Excel, and PowerPoint.

- Ability to remain composed under pressure and respond positively and effectively to stressful situations.
- Policy and process driven, with a commitment to following established policies, procedures, and processes.
General Employment Requirements:
- Valid Driver’s License, and reliable transportation for travel purposes.
