General Description The Executive Officer, Engineering & Business Operations leads the Nation’s built setting and business files: Engineering & Projects, including the Project Management Office and Information Technology; Infrastructure & Utilities, including Housing, Public Works, and Emergency Management; and Intergovernmental Affairs & Business Development, including natural-resource referrals.
The role delivers the Nation’s capital plan, safeguards water and infrastructure systems, manages member housing operations, and serves as the administration-side lead for business development and territory referrals.
Accountability and structure
This is one of three peer Executive Officer positions established under the Lhulh’uts’ut’en governance model approved by Chief and Council. No Executive Officer holds authority over another; one EO chairs the EO coordination meetings, rotating annually. The position is accountable directly to Chief and Council; the Council Secretariat supports this accountability relationship — coordinating briefings and holding the decision log — without supervisory authority.
Capital projects are approved by Council per the Nation’s Authorization and Delegation Table, and Council provides strategic oversight of projects above $1 million. The Council-side Chief Negotiator is the Nation’s spokesperson on intergovernmental files; this role leads the administration-side intergovernmental, referral, and proponent interface in coordination with that function.
Key responsibilities
- Lead delivery of the Nation’s capital plan, including feasibility, planning, and design phases, and the ISC capital funding strategy; bring capital projects to Council for approval per Annex B.
- Oversee grant-writing services supporting capital, infrastructure, and community development funding.
- Manage infrastructure asset portfolios — member housing operations, facilities, public works, utilities, and minor capital projects — within a long-term asset management strategy.
- Lead emergency management, including the annual review and approval of the Emergency and Operations Continuity Plan per the Nation’s Authorization and Delegation Table, and exercise the Nation’s emergency authority protocol when warranted.
- Lead Information Technology services, ensuring reliable and secure systems.
- Lead the administration-side intergovernmental relations, business development, territory referrals, consultation, and proponent interface, coordinating with the Chief Negotiator on intergovernmental files.
- Provide the technical interface to Band-owned businesses, supporting Council’s major-project oversight.
- Exercise delegated financial and staffing authorities within the portfolio per the Nation’s Authorization and Delegation Table.
- Collaborate with the peer Executive Officers on cross-portfolio matters per the approved coordination protocols, and contribute to the annual work plan.
- Serve as a subject-matter expert on LTFN-owned business boards as assigned by Council, and act as first alternate Authorized Signing Officer as designated by Council.
- Report regularly to Council through monthly joint Executive briefings and quarterly strategic sessions.
Qualifications
- Professional Engineer (P.Eng.) registered in British Columbia, or eligible for registration on commencement (required).
- Master’s degree in engineering (civil, mechanical, or a related discipline).
- Minimum 7–10 years of progressive senior management experience in engineering, infrastructure, or capital project delivery.
- Experience in First Nations infrastructure, housing, and community development is highly preferred.
- An equivalent combination of education and experience may be considered.
Knowledge, skills, and abilities
- Strong expertise in capital project management, infrastructure planning, and asset management systems.
- Knowledge of housing, utilities, public works, and emergency management frameworks; familiarity with water system stewardship.
- Experience with feasibility analysis, engineering design processes, procurement, and capital funding programs.
- Leadership across multidisciplinary functions; knowledge of First Nations governance, intergovernmental relations, and economic development is an asset.
- Strong communication, negotiation, and stakeholder engagement skills; ability to provide technical oversight and strategic direction simultaneously.
- High level of professionalism, integrity, and confidentiality.
- Proficiency in Microsoft Office and relevant engineering and project management tools.
Terms of appointment
- Appointment is made by Chief and Council by Band Council Resolution, coordinated through the Council Secretariat.
- A twelve-month assessment period applies to external appointments; six months for internal promotions. Full tenure protections under the Administration Charter apply once the assessment period ends.
- Service as a subject-matter expert on the boards of LTFN-owned businesses is a defined duty of the role, compensated through salary.
- As a regulated professional, the incumbent’s professional judgment is protected: a good-faith refusal to breach professional, ethical, or legal obligations — including a Professional Engineer’s duties to public safety — is not insubordination.
Working conditions and requirements
- Office-based role with fieldwork and site visits; extended hours during major project phases; occasional travel for project coordination and stakeholder engagement.
- A criminal record check is a condition of employment.
- A valid BC driver’s license is required.
Compensation and benefits Lheidli T’enneh offers a full benefits package after three (3) months, including extended health, dental, disability, and life insurance. In addition to salary and vacation pay, the Nation provides 18 paid elective days per calendar year, two (2) weeks of additional paid vacation during the Christmas closure, a percentage-matched pension plan, and mileage allowance or use of a Nation vehicle for work purposes.
Executive Officer terms are governed by the Lheidli T’enneh Administration Charter and the executive employment agreement.
