General Description The Executive Officer, Corporate & Stewardship Services leads the Nation’s financial administration, corporate services, and lands-based stewardship programs: Finance & Compliance, including Payroll; Records & Membership — records, communications, and membership administration; and Natural Resources & Stewardship — forestry, fisheries, environmental stewardship, and GIS.

The role carries the Nation’s compliance relationship under the Financial Administration Law (FAL) and the First Nations Fiscal Management Act framework, and provides the administrative home for the Nation-wide Human Resources shared service.

Accountability and structure

This is one of three peer Executive Officer positions established under the Lhulh’uts’ut’en governance model approved by Chief and Council. No Executive Officer holds authority over another; one EO chairs the EO coordination meetings, rotating annually.

The position is accountable directly to Chief and Council, with financial oversight exercised through the Finance & Audit Committee; the Council Secretariat supports this accountability relationship — coordinating briefings and holding the decision log — without supervisory authority.

The Finance Lead reports administratively to this position and holds a direct dotted-line to the Finance & Audit Committee on financial integrity, audit, and FAL compliance matters — an audit-independence structure the successful candidate is expected to champion.

Key responsibilities

- Lead Finance, Payroll, and financial reporting, ensuring compliance with the FAL, the FNFMA framework, and the Nation’s Authorization and Delegation Table.
- Provide the administrative home for the HR shared service, which reports jointly to all three Executive Officers; route executive-level HR matters to Council.
- Direct Records & Membership — records, communications, and membership administration — ensuring accuracy, confidentiality, and accessibility of information.
- Lead the Natural Resources & Stewardship department — forestry, fisheries, GIS, and environmental stewardship — in alignment with community priorities.
- Serve as the financial interface for Band-owned businesses, supporting the Finance & Audit Committee’s oversight role.
- Conduct the annual review of the financial management system (delegable to the Finance Lead), the annual insurance review,



and payroll advance approvals per the Authorization and Delegation Table.
- Exercise the ASO function for external funding agreements and submissions; support strategic planning, budgeting, and organizational performance monitoring.
- Exercise delegated financial and staffing authorities within the portfolio per the Nation’s Authorization and Delegation Table.
- Collaborate with the peer Executive Officers on cross-portfolio matters per the approved coordination protocols, and contribute to the annual work plan.
- Serve as a subject-matter expert on LTFN-owned business boards as assigned by Council.
- Report regularly to Council through monthly joint Executive briefings and the Finance & Audit Committee.

Qualifications

- Professional designation required: CPA, CAFM, or CAPA, in good standing.
- Master’s degree in finance, business administration, accounting, or a related discipline.
- Minimum 7–10 years of progressive senior management experience, preferably in a First Nations or public-sector workplace.
- Experience overseeing multiple functional areas, including finance and natural-resource management, is an asset.
- An equivalent combination of education and experience may be considered.

Knowledge, skills, and abilities

- Strong financial management expertise: budgeting, reporting, audit, and compliance frameworks (FAL / FNFMA knowledge preferred).
- Leadership across diverse functional areas, with the ability to operate strategically while maintaining operational oversight.
- Knowledge of First Nations governance, land stewardship, and resource management is an asset.
- Excellent analytical, problem-solving, and decision-making skills; strong communication and relationship-building with internal and external stakeholders.
- High level of integrity, professionalism, and confidentiality.
- Proficiency in Microsoft Office and financial management systems.

Terms of appointment

- Appointment is made by Chief and Council by Band Council Resolution, coordinated through the Council Secretariat.




- A twelve-month assessment period applies to external appointments; six months for internal promotions. Full tenure protections under the Administration Charter apply once the assessment period ends.
- Service as a subject-matter expert on the boards of LTFN-owned businesses is a defined duty of the role, compensated through salary.

Working conditions and requirements

- Office-based senior leadership role; extended hours during reporting cycles, audits, and strategic initiatives; occasional travel.
- A criminal record check is a condition of employment, reflecting the position’s financial signing authorities.
- A valid BC driver’s license is required.

Salary Negotiable based on education, experience and industry standard

Compensation and benefits

Lheidli T’enneh offers a full benefits package after three (3) months, including extended health, dental, disability, and life insurance. In addition to salary and vacation pay, the Nation provides 18 paid elective days per calendar year, two (2) weeks of additional paid vacation during the Christmas closure, a percentage-matched pension plan, and mileage allowance or use of a Nation vehicle for work purposes.

Executive Officer terms are governed by the Lheidli T’enneh Administration Charter and the executive employment agreement.
