General Description The Executive Officer, Community Services provides strategic leadership for the programs that touch members’ daily lives: community health, social development and income assistance, K–12 and post-secondary education support, capacity development including Dakelh language revitalization, and family support.

The role ensures services are delivered in a culturally grounded, community-centred, and trauma-informed manner, aligned with Council priorities, and coordinated with external partners across the health, education, and family-services systems.

Accountability and structure

This is one of three peer Executive Officer positions established under the Lhulh’uts’ut’en governance model approved by Chief and Council. No Executive Officer holds authority over another; one EO chairs the EO coordination meetings, rotating annually. The position is accountable directly to Chief and Council; the Council Secretariat supports this accountability relationship — coordinating briefings and holding the decision log — without supervisory authority.

Departments in the portfolio: Health; Social Development; Education & Capacity Development, including Language Revitalization; and Family Support.

Key responsibilities

- Provide leadership and oversight for community health programs in collaboration with the First Nations Health Authority, Northern Health, and the Primary Care Network.
- Oversee social development programs, including income assistance and community supports.
- Lead education initiatives, capacity development, trades and training pathways, and language revitalization.
- Direct family support services, including the interface with the Ministry of Children and Family Development and related agencies.
- Ensure programs are delivered in a culturally appropriate, community-centred, and trauma-informed manner.
- Develop and implement plans, policies, and programs aligned with community needs and Council direction; monitor outcomes, performance, and reporting requirements against the Council-approved annual scorecard.
- Exercise delegated financial and staffing authorities within the portfolio per the Nation’s Authorization and Delegation Table.
- Collaborate with the peer Executive Officers on cross-portfolio matters per the approved coordination protocols,



and contribute to the annual work plan.
- Serve as a subject-matter expert on LTFN-owned business boards as assigned by Council, and act as an alternate Authorized Signing Officer in the order set by Council.
- Report regularly to Council through monthly joint Executive briefings and quarterly strategic sessions.

Qualifications

- Master’s-level education in health, education, social work, public administration, or a related field (required).
- Professional certification in a relevant sector (e.g., health, education, or children and family services) is an asset.
- Minimum 7–10 years of progressive senior leadership experience in community services or public-sector programming.
- Experience working with First Nations communities and service-delivery models is highly preferred.
- An equivalent combination of education and experience may be considered.

Knowledge, skills, and abilities

- Strong leadership in multi-program service-delivery environments.
- Knowledge of community health systems, social development, and family support services, and of the FNHA, Northern Health, and MCFD frameworks.
- Experience in program development, evaluation, and strategic planning.
- Understanding of Indigenous education, language revitalization, and capacity-building.
- Excellent communication, relationship-building, and stakeholder engagement skills; ability to work collaboratively with leadership, staff, and partners.
- High level of cultural awareness, professionalism, and confidentiality.
- Proficiency in Microsoft Office and program reporting tools.

Terms of appointment

- Appointment is made by Chief and Council by Band Council Resolution, coordinated through the Council Secretariat.
- A twelve-month assessment period applies to external appointments; six months for internal promotions. Full tenure protections under the Administration Charter apply once the assessment period ends.




- Service as a subject-matter expert on the boards of LTFN-owned businesses is a defined duty of the role, compensated through salary.

Working conditions and requirements

- Office-based role with regular engagement in community and partner meetings; extended hours to support community events and initiatives; occasional travel.
- A criminal record check, including vulnerable-sector screening under the BC Criminal Records Review Act, is a condition of employment given the portfolio’s work with children and families.
- A valid BC driver’s licence is required.

Compensation and benefits Lheidli T’enneh offers a full advantages package after three (3) months, including extended health, dental, disability, and life insurance. In addition to salary and vacation pay, the Nation provides 18 paid elective days per calendar year, two (2) weeks of additional paid vacation during the Christmas closure, a percentage-matched pension plan, and mileage allowance or use of a Nation vehicle for work purposes.

Executive Officer terms are governed by the Lheidli T’enneh Administration Charter and the executive employment agreement.

Negotiable based on education, experience and industry standard
