Job Purpose

Reporting to the Manager, Total Rewards, the Human Resources Consultant, Total Rewards is responsible for providing consultation, expertise, analysis and recommendations on total rewards programming, which encompasses compensation, benefits and employee rewards/recognition. The consultant is responsible for the execution of complex total rewards programming while maintaining a strong focus on customer service and ensuring programming is in accordance with applicable legislation, policies and collective agreements. This position will focus on compensation, conducting compensation reviews and analysis, including job evaluation, development, wage and salary administration and salary surveys. Each member of this team is focused on one of the three programming areas within total rewards and will support/backup the other team members.

Job Responsibilities

- Maintain a strong proficiency in total rewards programming.
- Act as a main point of contact, providing accurate information and responding to inquiries on total rewards programming.
- Provide advice, guidance, and support in total rewards areas, including programming details, related legislation and collective agreement interpretation.
- Investigate, assess, and resolve complex and unique employee circumstances related to total rewards.
- Conduct ongoing and ad-hoc monitoring, reporting and audits. Identify any risks/issues or opportunities and provide recommendations to management.
- Conduct research, investigation, and analysis, including data collection.
- Design, develop and maintain total rewards communication content to best service employees and management.
- Assist with the development, implementation, and evaluation of total reward programs.
- Participate in assessing the effectiveness of programs and provide recommendations for new initiatives, opportunities, and strategies.
- Research and recommend leading practices in programming areas.
- Provide background materials and information for collective bargaining and grievance responses, - as required.
- Participate in the development and maintenance of policies, procedures, and practices by providing guidance and advice through sound knowledge and expertise.
- Maintain extensive knowledge of legislation, policies, procedures, practices, collective agreements, and best practices and ensure programming is in compliance.
- Oversee the administration and execution of programming within the area of focus, working collaboratively with the Total Rewards team and other areas of support.
- Participate in completion and analysis of surveys and use survey data for programming recommendations.
- Prepare and deliver training sessions and coordinate external consultant information sessions for compensation and related topics as required.
- Establish and maintain working relationships with consultants and experts in the field to ensure ongoing awareness of the latest trends and developments.
- Liaise and consult with external organizations, vendors, union representatives and other contacts.
- Maintain compensation pay scales, including for collective agreements, table games base pay and game rates, provincially legislated rates of pay and exempt scales.
- Conduct job analysis and reclassification reviews, including information gathering with employees, the union and management. May include conducting on-site job audits.




- Lead job evaluation committee meetings, ensuring program integrity, internal equity, and alignment to collective agreements. Coach leaders on the job evaluation process.
- Provide and coordinate compensation requirements during restructures and other operational changes.
- Oversee the General Wage Increase (GWI) process. Conduct pre and post audits/analysis of scales, positions and employee assignments to ensure data accuracy.
- Provide compensation information for the recruitment process.
- Research and analyse new positions to determine appropriate wages based on industry standards.
- Prepare clear, concise reports and presentations outlining findings and recommendations.
- Participate in industry seminars and professional training to keep up to date on current issues and solutions.
- Participate on committees and project teams as required.
- Attend and facilitate meetings as required.

Primary Qualifications

- Completion of a degree or diploma in Human Resources management or a related field.
- Minimum four years related total rewards experience, preferably in a unionized setting. In-depth knowledge of compensation including development, job analysis, reclassification reviews, job evaluation point factor tools, and salary legislation, policy, and administration. An equivalent combination of education and experience may be considered.
- Must demonstrate excellent written and verbal communication skills, and effectively handle sensitive discussions with tact and diplomacy.
- Excellent interpersonal and organizational skills.
- Knowledge of and ability to interpret and apply the provisions of collective agreements, internal policies and procedures, and relevant legislation.
- Demonstrated research, initiative, planning, organization, analytical and problem-solving skills.
- Solid mathematical skills with ability to create and maintain complex spreadsheets, successfully manage HR system and data audits.
- Ability to display tact, diplomacy, and good judgement to maintain confidentiality.
- Ability to establish and maintain working relationships with all levels of internal and external stakeholders, including the ability to collaborate and influence effectively.
- Ability to work under pressure, manage multiple demands and adapt to organizational change.
- Ability to work independently and make a positive contribution within a team environment.
- High standards of quality and accurately; attention to detail a must.
- Strong working knowledge of HR Systems.
- Experience and proficiency in Microsoft 365 (Word, Excel, Outlook, and Teams).
- Thorough knowledge of Manitoba Liquor & Lotteries collective agreements, legislation, and Total Rewards policies & procedures.

These competencies are deemed important for the success of the position and organization.

Secondary Qualifications

- A Chartered Professional in Human Resources (CPHR); Certified Compensation Professional (CPP); Certified Employee Benefits Specialist (CEBS) or other related designations would be considered an asset.
- Presentations are an asset.
