The Thompson-Nicola Regional District The Thompson-Nicola Regional District is located in south-central British Columbia, with dozens rural and urban communities spread across 44,300 square kilometres. The TNRD provides more than 120 local government services to approximately 144,000 people in 10 Electoral Areas, 11 member municipalities, and 25 First Nations.
The TNRD is headquartered in the City of Kamloops, the largest community within the regional district. The Thompson-Nicola region has a vast range of climates that experience true four-season weather, with plenty of year-round sunshine, little rain, and warm summers. Residents generally have short commutes, easy access to recreation and the outdoors, and a high quality of life.
The TNRD acknowledges that we are located within the unceded, ancestral lands of the Nlaka’pumux, Secwépemc, St’at’imc, and Syilx Nations.
The Role
Under the direction of the GIS Supervisor, the GIS Analyst I is a technical and analytical position that plays an integral part in the continued development of the TNRD’s organizational-wide Geographic Information System. The GIS Analyst I supports in the development, architecture, implementation, and maintenance of the TNRD’s mission critical business applications and infrastructure. The GIS Analyst I supports the workflows of GIS users across business units and provides efficiencies to processes and procedures.
This position updates data, performs analysis on region wide data and develops reports and applications to convey the results to Regional District departments and the public.
This role is required to:
- Perform data maintenance and map-making functions, which includes maintaining spatial and related tabular data having regard for the workflows and procedures in place.
- Create and maintain electronic and hardcopy format maps.
- Perform enterprise application troubleshooting,
including providing support to clients and systems staff by identifying problems with system software components.
- Refine issue priorities and implement timely remedial and long-term solutions to resolve day-to-day operational production problems.
- Respond to user requests for information, analysis, querying, and mapping solutions by developing, implementing, maintaining, altering or refining business applications including spatial and tabular data.
- Develop project specifications, provide accurate project task completion estimates, assess and monitor project tasks and deliverables, provide technical guidance and coordinate work as required.
- Perform application configuration, integration, development and reporting.
- Complete presentation quality system documentation and user instructions for business applications. Maintain and improve staff productivity through development of training materials and training delivery for established applications
- Assist is the Emergency Operations Centre (EOC) as required.
Job Requirements
Required Education and Experience
- Completion of a recognized GIS diploma/degree relating to digital mapping or GIS technology or equivalent as recognized by the TNRD.
- One to five years of GIS-related work experience. A combination of education and experience may be considered.
Required Skills and Abilities
- Intermediate knowledge of GIS concepts, systems and applications including experience with some or all of the following GIS software: Esri Desktop software, Esri ArcGIS Enterprise, VertiGIS, Esri ArcGIS Online, Esri Mobile software, ArcGIS Open Data, Hub, and Dashboard.
- Demonstrated ability to apply intermediate cartographic skills and techniques
- Intermediate knowledge of all aspects of the project life cycle and business applications delivery.
- Intermediate knowledge of problem definition, troubleshooting, and solution escalation techniques.
- Intermediate knowledge of supporting a production environment.
- Novice programming skills with some or all of the development related languages and tools: Python (including esri ArcPy and ArcGIS API for Python), JavaScript (including ArcGIS API for javascript), and HTML.
- Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
- Ability to learn and adapt to recent and changing technology to meet the goals and objectives of clients and the organization.
- Ability to plan and prioritize operational, project tasks, perform under pressure and meet deadlines.
- Ability to analyze and evaluate data and information required for applications and develop logical solutions for assigned projects.
- Good verbal and written communication skills. Ability to effectively document systems and prepare client documentation.
- Knowledge of local government specific spatial data and asset management is an asset.
This position requires a clear Criminal Record Check and a Class 5 Driver's License. This position falls under the provisions of the Collective Agreement with the Canadian Union of Public Employees, Local 900. This is a Pay Grade 6 position with a salary of $2,464.18 - $2,826.53/biweekly (2025 Rates).
