Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:

- Completion of a formal training program in a related discipline from a recognized institution is required, preferably in a university related environment.
- Payroll and Human Resources administration training is preferred.

EXPERIENCE:

- Three years of directly related experience with payroll and/or Human Resources is required.
- University experience in an Academic/Research unit is preferred.
- Payroll and/or Human Resources administration training or experience is preferred.
- Intermediate to advanced knowledge and experience with U of M Human resources and payroll systems and processes is preferred.
- An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

- Intermediate to advanced knowledge of MS Office programs (Word, Excel, Outlook) is required.
- Ability to prioritize, organize and complete complex tasks in the midst of distractions is required.
- Ability to handle a variety of clerical/bookkeeping routines required.
- Proven time management, decision-making and problem-solving skills are required.
- Must possess a high degree of integrity and professionalism, with excellent interpersonal skills.
- Must be able to maintain confidentiality and exercise diplomacy and tact.
- Proven ability to manage a large volume of work with attention to detail, conflicting priorities and deadlines is required.
- Must have an excellent command of the English language, both written and verbal.
- Must be able to establish and maintain effective working relationships with various levels of internal and external contacts.
- Must be able to maintain confidentiality of personal health information in accordance with the Personal Health Information Act (PHIA).




- Understanding of FIPPA, and ability to address and provide documents and information for FIPPA requests is required.
- Must be highly self-motivated and seeking continuous improvement over the processes and tasks managed.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.

Key responsibilities

- Prepares appointment forms and offer letters (eg. hourly appointments, STPT, PDF, Research Associate).
- Assists with faculty hirings (eg. assistant professor).
- Prepares HR status changes including changes of employment, GL, and terminations.
- Prepares Adjunct Professor, Senior Scholar, and other nil-salary appointments.
- Posts positions in UM Careers (eg. student stipends, sessionals, project positions, technical and staff positions), sets up interview committees and completes offer letters through UM Careers.
- Provides coordination and document support for job searches and interview committees as requested, including but not limited to preparing request to fill packages, requests for advertising, and drafting Justification for Selection forms.
- Prepares and processes TA/Grader/Marker appointments.
- Assists with on-boarding communications/documents.
- Works with the Human Resources Consultant to keep up to date on best practices and changes to University of Manitoba HR policy/procedures.
- Communications with Immigration Consultant team on policies/procedures with non-Canadian hirings and visitors.
- Directs staff and students to HR & Finance Administrator for HR advice/guidance.
- Runs End Date reports and communicates upcoming appointment/stipend end dates to supervisors.
- Coordinates and submits information for Research Associate blanket add (bi-annually).
- Collects and circulates applications to academic staff/researchers from Research Associate blanket ad.
- Communicates/circulates job opportunities to staff/graduate students.
- Upkeep of Department job bulletin board.




- Approves/submits weekly payroll for the Departments.
- Prepares Correction & Addition forms, and other payroll related forms.
- Prepares and submits Rush Cheque requests.
- Prepares payroll authorization reports for approval.
- Runs vacation and overtime reports for review.
- Communicates with HR & Finance Administrator on any inaccuracies or concerns for employees.
- Maintains payroll operations by following policies and procedures.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Maintains related files, spreadsheets and databases.
- Maintains and updates employee records, as required.
- Assists to resolve payroll discrepancies by collecting and analyzing information.
- Provides payroll information by answering questions and requests.
- Keeps up to date with U of M/HR/Payroll policies and procedures.
- Provides backup to office staff for payroll entry for the Departments.
- Updates staff contact information on website.
- Enters/submits salary transfers (JVs) as directed.
- Backup for other office staff (including reception).
- Provides payroll process/procedures training to office staff.
- Performs other duties as required.
