Duties The successful candidate will provide procurement and administrative support services to military and civilian clients at 4 Wing Cold Lake while supporting the PG-04 Wing Procurement Manager in the delivery of procurement services across the Wing.
Primary duties include assisting clients with the procurement of goods and services, establishing and managing Standing Offers and Supply Arrangements, preparing procurement documentation, coordinating approvals, maintaining procurement records, monitoring requests throughout the procurement process, and providing guidance on established policies and procedures. The incumbent will work closely with internal stakeholders to ensure procurement requirements are processed accurately, efficiently, and in accordance with Government of Canada and Department of National Defence policies. Given the operational nature of the Wing, the position supports a fast-paced environment where flying operations and mission requirements often drive priorities and timelines.A typical day may involve responding to client inquiries, reviewing procurement requests for completeness, and working directly with clients to develop and refine procurement documentation, including Statements of Work, Bases of Payment, Mandatory Criteria, and other solicitation and contract documents. The incumbent will establish Standing Offers and Supply Arrangements to support recurring requirements, liaise with suppliers and internal stakeholders, track procurement actions, maintain electronic records, and assist the PG-04 Wing Procurement Manager with procurement planning and workload management. In line with Treasury Board Secretariat (TBS) direction, the Department of National Defence has adopted a common hybrid work model where employees work at their designated worksite at least 4 days each week, or 80% of their regular schedule.

Intent of the process The purpose of this process is to staff 3 (three) English Essential PG-02 positions on an indeterminate (permanent) basis in Cold Lake, Alberta.A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, and conditions of employment at the Department of National Defence.

EDUCATION
ED1. A secondary school diploma or employer-approved alternatives (see Note 1).
Note 1: The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience.
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
- Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
- Candidates who have been appointed or deployed for an indeterminate period to a position in the PG classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the PG classification only and must be reassessed for entry to other classifications on the basis of this alternative.
Note 2: Acceptable experience and/or training in a field relevant to positions in the PG classification is required when the education qualification specified for the position being staffed is a secondary school diploma or employer-approved alternatives.
EXPERIENCE
- EX1. Experience coordinating requests or providing client service support related to operational, procurement, materiel management, or administrative activities.
- EX2. Experience managing information to support operational activities, compliance requirements, or the delivery of goods and services.
- EX3.
Experience supporting or conducting procurement activities related to the acquisition of goods or services, such as preparing requisitions, obtaining quotes, monitoring purchase requests, or coordinating purchases.
- EX4. Experience supporting contract administration activities, such as preparing contract documentation, monitoring contract files, processing amendments, maintaining contract records, or assisting with solicitation and evaluation processes.

ASSET EXPERIENCE
- AEX1. Experience working in Materiel Management.

- AEX3. Experience in providing guidance or updates to management or clients on purchasing and materiel management activities.
- AEX4. Experience in procurement activities such as preparing purchase requisitions, creating Statements of Work (SOW), or communicating with suppliers.
- AEX5. Experience administering contracts or supply arrangements, including resolving issues or reviewing Statements of Work (SOW).
- AEX6. Experience using data gathering and analysis techniques to support operational activities and to define and document client and data requirements.
- AEX7. Experience using contracting, procurement, or materiel management systems and databases, such as Defence Resource Management Information System (DRMIS), CanadaBuys, Contract Data Management System (CDMS), or Standing Offer and Supply Arrangement App (SOSA).
- AEX8. Experience working in contracting or procurement within a government environment.
