As key member of Finance and Administration, Tax and Customs.
Oversee
Customs operations in the US and Canada, ensuring alignment with RIMEX policies while delivering compliant, business solutions. Collaborate closely with customs authorities, trade vendors, external partners and internal stakeholders to support Import / Export activities. Shares responsibility with regional peers for ensuring full regulatory compliance for import activities in the US and Canada.
Compliance
- Monitor global regulations and laws, including trade agreements that apply to RIMEX operations with emphasis on locations in which RIMEX is involved in significant import activities.
- Manage the import activities for the US and Canada Markets.
- Customs authority audits and voluntary disclosures.
- Develop strong business partner relationships, including collaborating closely with global business and functional leaders such as engineering, sales, finance, supply chain and logistics.
- Identify and implement strategic cost savings initiatives such as foreign trade zones, deferrals and duty drawbacks, FTA (Free trade agreement, duty suspension regimes, etc.)
- Monitor and manage customs broker.
- Laise with regulatory agencies i.e. US Customs (CBP), International Trade Commission (ITC), CBSA (Canada Border Service Agency), GAC (Global Affairs Canada), CITT (Canada International Trade Tribunal) and other government agencies as it relates to verification, audits, licensing, etc.
- Responsible and oversee responses to CBP inquiries such as CF28 and CF29 ensuring compliance with all applicable import regulations, Prior disclosures and Reconciliations.
- Serve as subject matter expert on Customs valuation to ensure related and non-related party transactions globally meet regional customs valuation requirements.
- Ensure adherence to US Trade programs, tariffs and sanctions, including Section 301, Section 232, and related regulations.
- Review, audit, revision and implementation of trade compliance procedures and regulation compliance.
- Controller of RIMEX USMCA COO certification of manufactured goods.
- Manage performance of brokers and freight forwarders through periodic performance evaluations/reviews, with the goal of driving improvement in performance to minimize compliance related fines.
- Audit parts and descriptions against HS codes to ensure accuracy by maintaining the database and Item maintenance revisions.
- Update system data to ensure compliance alignment – ERP system related.
- Liaise with government agencies, carriers and internal contacts as required in support of overall operations on matters of Logistics transportation, trade compliance, import & export regulations, and controlled goods. Handle non-conformance cases and customer/client inquiries.
- Advise on B3/7501 corrections or matters for CERS for international shipments outside of CA and USA and for export shipments.
- Analyze and assign proper HTS and ECCN classification code and rate of duty for parts and equipment.
- Perform tariff maintenance with USMCA/CUSMA/SIMA updates with importer/exporter database, client account changes, and credit status.
- Knowledge of ACE and CARM Portals to run reports within company parameters.
- Coordinate operations with Logistics and Shipping to support and meet department goals and objectives.
Education & Experience
- Bachelor’s degree preferred in either Business Administration / Supply Chain / Finance & accounting
- CTCS – Certified Trade Compliance Specialist and/or CCS (Certified Customs Specialist)
- Minimum 1-3 years of working experience in Trades and Compliance for Manufacturing Operations.
- Strong business acumen in a Logistics and Warehouse operations environment
- ERP system experience, Syteline/CSI10 preferred.
- Possess strong skills and knowledge in problem solving/analytics, data collection and processing and overall supply chain systems.
- Highly proficient in Microsoft Office applications and team-oriented web tools ie.
Smart
Sheet, Power BI.
- Proven ability to manage timelines and tasks.
- Versed in Customs docs required for import export matters – CERS, Proforma, Commercial Invoices, Declarations, etc.
- Lean Manufacturing or 6S principles knowledge (asset)
