General Description The Manager, Council Liaison is a senior role within the Council Secretariat — Chief and Council’s independent information and governance capacity under the Lhulh’uts’ut’en model. The position manages Council-directed strategic projects, coordinates governance priorities, and serves as the working liaison between Council, the three Executive Officers, and external partners.

The role leads major governance events including the Annual General Meeting, supports administration of the Custom Election Code and General Elections, and coordinates Specific Claims activities and other major files.

Accountability and structure The Council Secretariat reports to Chief and Council through the Chief Negotiator and is independent of the Executive Officers: it collaborates with all three EOs but takes no direction from them. HR oversight for Secretariat staff rests with Council, supported by the Human Resources shared service.

The position holds manager-level financial approval authority per the Nation’s Authorization and Delegation Table; amounts above that limit go to Council, reflecting the Secretariat’s reporting line.

Key responsibilities

- Lead and manage special projects aligned with Council priorities and strategic objectives, with project plans, timelines, and tracking through to delivery.
- Serve as the working liaison between Council and the Executive Officers to support alignment, communication, and progress — without entering the EOs’ lines of authority.
- Coordinate major governance events, including Annual General Meetings and community engagement sessions.
- Support administration of the Custom Election Code and facilitation of General Elections, including planning, coordination, and compliance.
- Coordinate Specific Claims activities and other major files across internal departments and external partners.
- Support Council’s independent research and briefing capacity; monitor progress on strategic priorities and report regularly to Council.




- Facilitate cross-departmental collaboration on Council-directed initiatives and help resolve coordination issues.
- Build and maintain strong relationships with community leadership, government partners, and external organizations.
- Support the Secretariat’s custodianship of the Nation’s governance documents and Council records.
- Carry out all duties with a high level of professionalism, discretion, confidentiality, and cultural awareness.

Qualifications

- Bachelor’s degree in business administration, public administration, Indigenous governance, or a related field.
- Minimum 4–5 years of progressive experience in project management, governance, or senior administrative roles.
- Experience working with First Nations governance structures is highly preferred.
- An equivalent combination of education and experience may be considered.

Knowledge, skills, and abilities

- Strong project management and organizational skills; demonstrated ability to lead complex initiatives and manage multiple priorities.
- Excellent interpersonal and relationship-building skills; strong written and verbal communication, including report writing and presentations.
- Knowledge of governance processes, including AGMs and election procedures, is an asset.
- Ability to work collaboratively with senior leadership and cross-functional teams while protecting the Secretariat’s independence.
- High level of discretion, professionalism, and confidentiality.
- Proficiency in Microsoft Office and project tracking tools.

Terms of appointment

- The position is part of the Council Secretariat.
- A criminal record check is a condition of employment,



reflecting access to confidential governance records.

Working conditions and requirements

- Office-based role with frequent interaction with leadership and partners; extended hours during major initiatives, AGMs, and election periods; occasional travel.
- A valid BC driver’s license is an asset.

Compensation and benefits Lheidli T’enneh offers a full benefits package after three (3) months, including extended health, dental, disability, and life insurance. In addition to salary and vacation pay, the Nation provides 18 paid elective days per calendar year, two (2) weeks of additional paid vacation during the Christmas closure, a percentage-matched pension plan, and mileage allowance or use of a Nation vehicle for work purposes.

Negotiable based on education, experience and industry standard
