Responsibilities

PRIMARY PURPOSE

Leads the enterprise-wide risk management function to Senior Leadership and the Board, facilitating risk considerations to be built into corporate strategy, financial planning, capital investment decision-making, and operational execution. Enables informed risk-taking and organizational resilience through proactive risk insights, integration of risk appetite with performance, and effective enterprise governance.

KEY ACCOUNTABILITIES

Provides enterprise-wide leadership and risk oversight to support corporate strategy, financial planning, and capital investment decision-making, ensuring significant enterprise risks are identified, assessed, and communicated to decision-makers.

Develops, operationalizes, and monitors enterprise risk appetite aligned with strategic objectives, funding capacity, and performance targets, enabling practical use in decision-making.

Encourages and enables an enterprise risk culture and leadership accountability in the organization, including clear expectations, communication strategies, and behavioral reinforcement aligned to organizational priorities.

Works with leaders responsible for key planning processes to incorporate risk management considerations, analysis, and mitigation practices into those processes. Supports risk ownership and escalation practices for key enterprise risks and provides reporting and advice to Executive Leadership and the Board.

Continuously advances ERM maturity, ensuring alignment with governance, planning, and decision-making processes, and positioning ERM as a core decision-support capability.

Produces forward-looking enterprise risk insights, including top risk profiles, trends, interdependencies, and emerging risks, to support Executive and Board decision-making.

Leads enterprise-wide risk identification, including structured emerging risk scanning, scenario analysis, and stress testing to assess potential impacts on strategy and performance.

Provides independent risk advice and challenge on major capital projects, strategic initiatives, and investments, including portfolio-level risk aggregation and oversight.

Leads Executive and Board-level risk engagement activities,



including risk workshops, strategic risk deep dives, risk reporting, and communication of key risk insights to support effective governance and decision-making.

Enhances decision quality by embedding risk considerations directly into strategic discussions and governance forums.

Leads benchmarking and incorporation of leading practices, maintaining external insight into emerging risks and translating them into actionable recommendations for the organization.

Leads the development and execution of ERM communications, reporting, and engagement strategies; acts as a change agent to drive continuous improvement and adoption of the ERM Framework through stakeholder engagement, facilitation of risk workshops, and effective communication of risk insights across the organization.

Leads the development of risk registers across the organization, supervising and coaching staff tasked with the coordination of risk information and partnering Senior Management to ensure the enterprise risks are continuously and consistently monitored, reported, and acted on.

Participates and represents TransLink in various external risk and transit-industry focused committees and skilled networks as ERM expert. Assesses TransLink’s ERM programs in relation to peer agency benchmarks and develops and implements recommendations and corrective actions to ensure the Enterprise Risk Framework is aligned with industry best practice to the highest degree practicable.

Develops, prepares, and delivers periodic and ad hoc reports on enterprise risk issues to the Executive and the Board and is responsible for ensuring the pathway for escalating critical risk information is well defined, streamlined and highly functional.

Provides integrated, concise, and forward-looking reporting to Executive and Board, linking risk, strategy, and performance, and ensuring effective escalation of critical issues.

Develops and executes a multi-year ERM maturity roadmap, including capability development in risk analytics, insights, and decision support

Leads and develops a high-performing ERM function, including business partnering, analytics, and governance capabilities aligned with an integrated operating model

Qualifications

EDUCATION AND EXPERIENCE The requirements for this job are acquired through undergraduate degree in business or a related discipline plus a minimum of 8 years of related experience in enterprise risk management.

OTHER REQUIREMENTS

Advanced interpersonal and communication skills to provide specialized expertise, advice, and guidance to influence all levels of the organization.

Thorough understanding of TransLink’s strategic and operational priorities, including the policies, climate and culture that govern the organization’s political structure.



Ability to quickly understand the various functional / departmental requirements.

Advanced expertise in enterprise risk management, including strategy integration, capital planning, and decision support

Solid knowledge of the systems and technology (including but not limited to MS Word, Excel, SharePoint and other ERM systems) to optimize ERM information.

Demonstrated ability to influence decision-making and integrate risk into strategic and financial processes

Advanced problem solving and decision-making skills to provide advice and counsel on sensitive and highly confidential issues with attention to detail.

Excellent report writing skills and advanced speaking capabilities. Skilled in analysis and review of reports and making presentations to Senior Management.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Work Designation

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay The salary for this position ranges from $109,920 - $164,830 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.

We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan as well as other employment offerings will be discussed in detail as your application progresses.
