ACCOUNTABLE TO: Director, Cabinet and Legislative Services

Brief Overview:

The Policy Analyst – Committees supports the effective operation of Métis Nation Legislative Assembly (MNLA) and Provincial Métis Council (PMC) committees by providing non-partisan policy, procedural, administrative, research and records support. The position helps ensure committee work is well planned, properly documented, timely, accessible to members, and aligned with MN-S legislation, policies, procedures, governance standards, and Métis customs, values and traditions.

Working under the direction of the Director of Cabinet and Legislative Services, the Policy Analyst – Committees coordinates and supports the business of MNLA and PMC committees, including agenda planning, meeting logistics, committee materials, minutes coordination, action tracking, research, briefing notes, records management, and follow-up with elected officials, senior leadership, departments and external participants.

Key Responsibilities:

Committee Policy, Procedural, and Legislative Support

- Provide non-partisan policy, procedural and administrative support to assigned MNLA and PMC committees, including advice on meeting processes, committee mandates, decision-making requirements and established terms of reference.
- Research, analyze and summarize policy issues, legislative matters, resolutions, reports, briefing materials and background information to support committee deliberations and informed decision-making.
- Prepare and coordinate committee documents, including agendas, briefing packages, minutes, reports, decision records, correspondence, motions, resolutions, speaking notes and follow-up materials.
- Track committee resolutions, recommendations, decisions, and action items, and ensure timely follow-up with responsible departments, officials and staff.
- Liaise with elected officials, Ministers, senior leadership, department heads, staff, presenters, invited guests and members of the public to support effective committee operations.
- Monitor good governance practices, legislative and committee procedures, standing rules, public meeting practices and related developments to support continuous improvement in MNLA and PMC committee processes.
- Maintain impartiality, confidentiality, tact and sound judgement when supporting elected officials, committee members and senior leadership on sensitive or politically complex matters.

Committee Meeting Coordination and Administration

- Plan, coordinate and support assigned MNLA and PMC committee meetings, including scheduling,



room or virtual meeting arrangements, participant coordination, interpretation or accessibility needs, technology, registration and meeting materials.
- Prepare meeting agendas, notices, packages, briefing binders and presentation materials in accordance with established timelines, templates, approval processes and MN-S visual identity standards.
- Coordinate with departments, presenters and subject matter experts to ensure submissions are complete, accurate, timely and appropriate for committee consideration.
- Attend committee meetings to provide logistical, procedural and records support, including documenting proceedings, decisions, motions, recommendations, votes, action items and follow-up requirements.
- Identify and resolve meeting-related issues in a timely, professional and service-oriented manner, escalating complex matters as appropriate.
- Participate in post-meeting debriefs, update checklists, improve templates, document lessons learned and support consistent committee administration practices.

Records and Information Management

- Maintain accurate, secure committee records, including agendas, minutes, decisions, resolutions, correspondence, submissions, reports, attendance records and action logs.
- Distribute approved committee information to elected officials, senior leadership, departments and other authorized recipients in a timely and accurate manner.
- Protect confidential and sensitive records and support retention, version control, digital filing and records management practices in alignment with MN-S requirements.
- Respond to committee-related inquiries and recommend improvements to information management, workflow tools and document control practices.

General Administration

- Develop and maintain respectful, cooperative working relationships with elected officials, senior leadership, departments, colleagues, citizens and external partners to support effective committee work and integrated government operations.
- Manage multiple committee priorities, deadlines and deliverables while maintaining accuracy, professionalism, confidentiality and responsiveness.
- Contribute to the development and refinement of committee procedures, templates, guides, checklists, briefing standards and training materials.
- Perform other related duties as assigned by the Director, Cabinet and Legislative Services.

Knowledge and Skills:

- Knowledge of Métis Nation–Saskatchewan governance,



Métis culture, values and self-government priorities, with a willingness to continue learning.
- General understanding of MNLA, PMC, committee and assembly processes, including agendas, minutes, resolutions, records and follow-up requirements.
- Ability to support research, gather background information, summarize key points and prepare clear materials for review by senior staff or committee members.
- Strong writing, editing, proofreading and note-taking skills, with attention to accuracy, clarity and plain language.
- Strong organizational, scheduling, records management and time management skills, including the ability to manage meeting materials, deadlines and action items.
- Ability to communicate professionally and respectfully with elected officials, senior leaders, staff, citizens, presenters and members of the public.
- Ability to exercise tact, discretion, confidentiality and sound judgement when handling sensitive information and supporting committee work.
- Ability to work independently and as part of a team in a busy environment with changing priorities and timelines.
- Proficiency with Microsoft Office, Teams, SharePoint or comparable records, collaboration and virtual meeting systems.

Qualifications:

- Post-secondary education in political science, public administration, public policy, Indigenous governance, business administration, or a related field; an equivalent combination of education and experience may be considered.
- 2-3 years of relevant experience in government, Indigenous governance, legislative services, committee administration, public policy, executive support or a related environment.
- Experience preparing agendas, minutes, briefing notes, reports, resolutions, action logs, correspondence and meeting packages.
- Experience coordinating meetings, committees, working groups, assemblies, hearings or other formal governance processes is considered an asset.
- Experience conducting research and policy analysis, interpreting legislation, procedures or governance documents, and preparing clear written advice is considered an asset.
- Experience working with elected officials, senior leaders, committees, citizens, Indigenous governments or public sector organizations is considered an asset.
- Excellent oral and written communication skills, with strong attention to detail and the ability to produce accurate, qualified work under tight timelines.

Additional Requirements:

- A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
- Must provide a satisfactory Criminal Record Check.
- The Travel requirement for this position is 10%
