214 is a growing construction and development company delivering industrial, commercial and land development projects throughout Southwestern Ontario. Our integrated approach combines development, construction, design, site servicing, landscaping and facility services under one organization.
As our Site Servicing Division continues to grow, we are looking for an experienced Project Manager / Estimator – Site Servicing to join our team.
The Role The Project Manager / Estimator will be responsible for estimating, planning, and managing civil construction and site servicing projects from initial tender through construction and close-out.
This position requires a strong understanding of earthworks, underground utilities, municipal infrastructure, road construction and site development. The successful candidate will work closely with our Site Servicing field operations, project management team, consultants, municipalities, subcontractors and suppliers to ensure projects are completed safely, efficiently, on schedule and within budget.
The ideal candidate is highly organized, commercially minded, and comfortable balancing estimating responsibilities with active project management.
Estimating & Pre-Construction
- Review civil drawings, specifications, geotechnical reports and tender documents to establish project scope and requirements.
- Prepare detailed estimates for site servicing and civil construction projects.
- Complete quantity take-offs for earthworks, excavation, granular materials, watermain, sanitary sewer, storm sewer, roadworks, and associated site infrastructure.
- Develop labour, equipment, material and subcontractor pricing for project estimates.
- Solicit and evaluate quotations from subcontractors, suppliers and material vendors.
- Prepare tender submissions, bid packages and supporting documentation.
- Identify project risks, exclusions, assumptions and potential cost-saving opportunities during the estimating process.
- Review project schedules, construction sequencing and equipment requirements when developing estimates.
- Participate in internal estimate reviews prior to tender submission.
- Maintain and continuously improve historical costing, production rates, equipment rates and estimating information.
- Support negotiated and design-build projects by developing preliminary budgets and Class D through construction-ready estimates.
Project Management
- Manage site servicing projects from award through construction and final close-out.
- Review project contracts, drawings, specifications, budgets, and schedules prior to mobilization.
- Prepare project budgets and establish cost codes within the company's ERP system.
- Coordinate project startup with field supervisors and ensure the project team understands scope, budget, schedule, and production expectations.
- Work closely with Site Servicing field operations to plan labour, equipment, materials, and subcontractor requirements.
- Coordinate with owners, consultants, municipalities, utility companies, and other project stakeholders.
- Manage subcontractors and suppliers throughout project execution.
- Review and manage RFIs, change orders, field instructions, and scope changes.
- Prepare pricing for additional work and change orders.
- Monitor project costs, commitments, production, and profitability throughout construction.
- Compare actual production and costs against estimate assumptions and identify corrective actions when required.
- Prepare project forecasts and provide regular updates on project financial performance.
- Ensure work is properly documented for progress billing and change management.
- Review subcontractor and supplier invoices against approved purchase orders and completed work.
Scheduling & Field Coordination
- Develop and maintain project schedules in coordination with field operations.
- Coordinate construction sequencing with Site Superintendents, Foremen and other 214 divisions.
- Monitor project progress against schedule and identify potential delays or constraints.
- Assist field operations with short-term planning, equipment allocation and resource requirements.
- Attend project meetings, site meetings and municipal/consultant coordination meetings as required.
- Conduct regular site visits to monitor progress, understand field conditions and support the project team.
- Communicate project risks relating to schedule, cost, production or scope to management.
- Coordinate testing, inspections, commissioning and municipal approvals required throughout construction.
Cost Control & Project Reporting A key responsibility of this position is maintaining strong financial control over each project. The Project Manager / Estimator will:
- Monitor project costs against the approved estimate and budget.
- Review labour, equipment and material production rates.
- Track committed costs, purchase orders, subcontract values and change orders.
- Maintain accurate project forecasts and projected final costs.
- Identify cost overruns or production concerns early and develop corrective action plans.
- Complete regular job-cost reviews with management and field operations.
- Use completed project results to improve estimating accuracy and future production assumptions.
Project Close-Out
- Coordinate completion of deficiencies and outstanding work.
- Ensure as-built information and required project documentation is collected and submitted.
- Coordinate final inspections and municipal/consultant acceptance.
- Manage project close-out documentation, warranties, and outstanding change orders.
- Complete final project cost and profitability reviews.
- Conduct post-project reviews to identify lessons learned and opportunities to improve estimating and field production.
Qualifications To be considered for this position, candidates should possess:
- 5+ years of experience in civil construction, site servicing, heavy civil or municipal infrastructure.
- Previous experience in a Project Manager, Estimator, or combined Project Manager/Estimator role.
- Strong knowledge of underground site servicing including watermain, sanitary sewer and storm sewer installation.
- Strong understanding of earthworks, excavation, grading, granular placement, and road construction.
- Experience reading and interpreting civil engineering drawings, specifications, and geotechnical reports.
- Experience completing quantity take-offs and detailed construction estimates.
- Knowledge of construction contracts, subcontract agreements, purchase orders, and change management.
- Understanding of municipal construction standards and specifications.
- Experience working with municipalities, consultants, developers, subcontractors, and suppliers.
- Strong understanding of construction equipment, labour productivity, and civil construction methods.
- Experience with computerized estimating, project management, and ERP software.
- Strong Microsoft Excel, Outlook, and Word skills.
- Excellent organizational and time-management abilities.
- Strong written and verbal communication skills.
- Ability to manage multiple projects and priorities simultaneously.
- Strong attention to detail with a focus on cost, schedule, quality and production.
- Valid driver's license and ability to travel to project sites throughout Southwestern Ontario.

The Right Fit We are looking for someone who understands that successful site servicing projects are driven by planning, production, and cost control.
The right candidate will be equally comfortable reviewing a tender, building an estimate, walking a jobsite with a Foreman, reviewing equipment and crew production, meeting with a consultant, pricing a change order and reviewing project financials.
This is a hands-on role for someone who wants ownership of their projects from estimate through execution and final close-out.
