Responsibilities

PRIMARY PURPOSE

Provides project management support for the division.

KEY ACCOUNTABILITIES

Plans and supports projects, programs, or initiatives and assists in the management of assets or commercial licensees under contract; including: assisting in defining and determining goals, objectives, work packages, schedules, and risks related to the proposed project, program, asset, or licensee performance; identifying technical resources and seeking assistance or information as needed; assisting in determining the need for external resources; assisting in developing, planning, and monitoring budgets; coordinating administrative activities to facilitate project funding or program revenue; coordinating evaluations; assisting in identifying success measurement standards for each project, program, asset, phase, or licensee contract.

Plans, supports, coordinates, and attends project, program, asset, or commercial licensee-related meetings; records minutes of meetings; makes recommendations to assist adherence to goals, objectives, and deadlines; develops and prepares procurement specifications; organizes and tracks product delivery, warranty, installation, or performance milestones in accordance with requirements; recommends solutions to address budget, scheduling, technology, methodology, compliance, or other issues based on Project Management Body of Knowledge (PMBOK) processes; develops status reports; provides input to departmental procedures, processes, and policies.

Coordinates information sharing between stakeholders and serves as a liaison for both internal and external communications to keep stakeholders updated during the scope of the project, program, asset-related initiative, or commercial licensee contract; communicates team results to the Manager and others as assigned.

Monitors and maintains project and asset plans, tracking lists, and other related documents and data; participates in the development, monitoring, and administration of project budgets, including invoice approval within defined authority levels and reconciliation of monthly variance reports.





Prepares a variety of project and asset related reports, analyses, project management forms and tools, written procedures correspondence and presentations; researches information and summarizes statistical and other findings obtained from surveys and studies.

Participates in the evaluation and selection of project consultants; coordinates contract evaluation and selection processes; coordinates activities between the project team and outside consultants/vendors; monitors and tracks contractor/vendor activities for timeliness and contract compliance; monitors the quality of vendor services and identifies issues to more senior levels.

Provides project and asset management expertise to internal stakeholders by providing training to other staff regarding real estate project management techniques, reporting software utilization (for example: LIFT, SharePoint), or other areas as assigned.

Negotiates and prepares leases/licenses/statutory rights of way (SRW’s) with individuals, companies, other government agencies and lawyers regarding properties owned and/or controlled legally by TransLink.

Collects and processes rental income and institutes collection procedures where necessary.

Provides day-to-day administration of assigned real estate rights portfolio(s) representing TransLink's interests as grantor or grantee, including managing contractual relationships and resolving issues or disputes with owners/tenants.

Qualifications

EDUCATION AND EXPERIENCE

Education requirements for this position are acquired through completion of a bachelor’s degree in business administration, Commerce, Real Estate, Construction Management, Project Management, Engineering, or a related discipline, including coursework, a certificate, or formal training in Project Management.

Experience requirements for this position include a minimum of four (4) years of relevant experience in commercial, real estate, construction, marketing, or business project coordination/support roles (e.g., project coordinator, administrative support on projects, assistant roles in development/commercial operations). Familiarity with commercial project lifecycles (e.g., mixed-use developments, commercial real estate, or business initiatives) is an asset.

Equivalent combinations of education and experience will be considered.

OTHER REQUIREMENTS

Recommended Certifications (or equivalent):

Project Management Professional (PMP) or Certified (CAPM) from the Project Management Institute (PMI)

Other foundational PM certificates (e.g., Agile/Scrum basics, Lean Six Sigma Yellow Belt)

Advanced knowledge of project management processes.

Strong analytical and problem-solving skills with solid knowledge of financial analysis and budgeting

Advanced organizational,



communication, and time management skills

Solid oral and written communications skills with good interpersonal skills

Solid knowledge of standard office tools/software including word processing and spreadsheet software, project management software, scheduling/tracking software, and database applications.

Knowledge of BC-specific regulations (e.g., BC Building Code basics, WorkSafeBC safety standards, or municipal permitting processes) is a plus for commercial projects.

Basic understanding of project lifecycle phases (initiation, planning, execution, monitoring, closure).

Valid Class 5 BC drivers license is required.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This is a full-time temporary position with an estimated end date of May 1, 2027.

Work Designation

Hybrid

This position offers the flexibility of working both in office and remotely within B.C.

Rate of Pay

The salary for this position ranges from $77,520 - $116,280 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
