Title: Regulatory- EHS Compliance Manager

Compensation: $75,000 - $85,000 Annually.

The final salary offered will be determined based on the candidate’s experience, knowledge, skills, and qualifications relevant to the role.

Schedule: Monday - Friday, 8:30 AM - 5:00 PMJob Overview The Regulatory Compliance Manager - EHS is accountable for integrating Empack’s product regulatory compliance programs with environmental, health and safety compliance systems. The role ensures that products, materials, facility registrations, environmental controls, waste streams, emergency preparedness programs, and customer/regulatory communications are managed through controlled, auditable processes suitable for aerosol, liquid, cosmetic, OTC, NHP, industrial, and regulated consumer product manufacturing.

Responsibilities

Regulatory affairs

Maintain facility and product registrations, license topics, notifications and submissions, including Health Canada DEL/NHP requirements, NPN/DIN submissions, cosmetic notifications, FDA/EPA maintenance, PMRA topics, VOC/CARB reviews, Environment Canada/ECCC applicability, and related audits.

Product compliance

Review and approve finished product labelling, WHMIS/GHS customer documentation, TDG classifications, SDS/data requirements, ingredient and claim verification, outsourced product reviews, and external communications on regulatory topics.

Environmental compliance and EMS

Lead the Environmental Management System roadmap, ISO 14001 gap assessment, environmental policy/procedures, aspects and impacts register, objectives, monitoring, internal audits, corrective actions, management review inputs,



and certification readiness activities.

Waste, utilities and environmental data

Own the controlled Waste Stream Register and Environmental Data Tracker covering waste classification, composition where applicable, monthly/annual volume, disposal method, vendor, water, energy, natural gas, VOC usage, estimated emissions, and environmental cost visibility.

E2 and emergency preparedness

Lead ECCC Environmental Emergency applicability assessments, regulated substance inventories, E2 plan development, risk scenarios, notification procedures, spill/fire/explosion response coordination, annual drills, training, contractor awareness, emergency contacts, and SDS accessibility.

Cross-functional governance

Coordinate Production, Maintenance, QA/RA, Procurement, R&D;, Logistics and external vendors to ensure responsibilities are clear, records are complete, and compliance risks are escalated with practical corrective actions.

Key Duties and Tasks

- Coordinate and execute regulatory license, registration and product notification programs, including delegated follow-up with consultants or specialists where required.
- Provide final regulatory review for labels, SDS/customer documentation, WHMIS/GHS/TDG classification, VOC/CARB/ECCC product verification, claims, ingredients and customer compliance requests.
- Build, maintain and periodically review controlled registers for facility/product registrations, regulated substances, waste streams, environmental aspects/impacts, E2 applicability, audits, actions and KPIs.
- Establish monthly environmental data collection routines and quarterly trend reviews for waste, utilities, VOC usage, emissions estimates, hazardous materials and compliance status.
- Lead reduction planning for hazardous waste intensity, recyclable aerosol metals recovery, solvent reuse/reclaim opportunities, purge waste reduction, propellant loss reduction, and lower-VOC/lower-GWP evaluations where feasible.
- Coordinate environmental and EHS training, including WHMIS/product information accessibility, spill response, emergency roles, contractor awareness and supervisor/operator EMS awareness.
- Support investigations, corrective actions, supplier/vendor reviews, regulatory inspections, customer audits and management review reporting related to regulatory, environmental and EHS topics.

Skills and Qualifications:

- Bachelor’s degree in science,



environmental science, chemistry, engineering, regulatory affairs, occupational health and safety, or equivalent demonstrated experience.
- Minimum 5 years of progressive experience in regulatory affairs, quality, EHS, environmental compliance, chemical/product compliance, manufacturing compliance or a closely related discipline; aerosol, cosmetic, OTC, NHP, and industrial or chemical manufacturing experience preferred.
- Working knowledge of Canadian and U.S. product compliance frameworks relevant to Empack operations, including Health Canada, PMRA, FDA/EPA, WHMIS/GHS, TDG, consumer/industrial labelling, VOC/CARB and ECCC/environmental obligations.
- Practical understanding of EMS principles, ISO 14001 readiness, environmental aspects and impacts, waste classification, hazardous materials handling, emergency preparedness and compliance recordkeeping.
- Strong ability to translate regulatory and EHS requirements into controlled procedures, registers, training materials, practical actions and audit-ready evidence.
- Advanced written communication, cross-functional coordination, project management, data analysis and vendor/customer communication skills
