RQ11043 - Privacy Impact Assessment (PIA) Specialist - Senior
Contract, 6 months (124 business days) to start with high possibility of extension
Onsite 5 days – 222 Jarvis St, Toronto, Ontario
Must Have
- Experienced in privacy legislation including the Freedom of Information and Protection of Privacy Act (FIPPA), Personal Health Information Protection Act (PHIPA), and the Personal Information Protection and Electronic Documents Act (PIPEDA)
- Experienced in conducting privacy assessments involving personal information, citing examples in resume
- Experienced in leading and conducting privacy assessments with online and/or digital solutions
- Led and conducted assessments involving personal health information with third‑party solutions (e.g., private sector or non‑profit application solutions) and/or service integration providers
Nice to Have
- OPS or Public Sector experience
Responsibilities
- Lead or support the development of a Privacy Impact Assessment (PIA) to evaluate whether current technologies, information systems, or proposed programs or policies meet legal and privacy requirements, mitigate risks, and address client concerns
- Ensure compliance with provincial, municipal, federal, and private sector access and privacy legislation, relevant regulations, statutes, OPS policies, directives, standards, guidelines, and internationally accepted Fair Information Practices
General Skills
- Excellent knowledge of privacy and security concepts, trends, and issues, including interpretation and communication of principles and compliance requirements
- Research and apply relevant privacy laws, regulations, and jurisprudence (particularly Ontario Information and Privacy Commissioner) and risk countermeasures
- Conduct PIAs in a public sector context
- Apply privacy‑enhancing best practices
- Interpret and apply Ontario's FIPPA, MFIPPA, PHIPA, and related regulations
- Familiarity with federal PIPEDA and U.S. PATRIOT Act
- Policy knowledge
- Familiarity with OPS Privacy Impact Assessment Process and tools released by the Ontario Ministry of Government Services
- Understanding of related disciplines: IT security, IT system design, policy development, business architecture, legal processes, Freedom of Information administration, business analysis, risk management, and project management
- Operational program and business design skills
- Lead, manage, or support the development of a PIA independently or as part of a team, gathering input across the organization
- Create and interpret data flow diagrams and business process diagrams
- Recognize the need for external expertise when required
- Excellent communication skills with technical and business audiences and non‑access/privacy experts
- Technology and system knowledge: Internet tools, system interfaces, information security, information architecture, and data flows
- Information and record‑keeping knowledge: develop risk assessment tools, methodologies, policies, and procedures, and apply records management policies, directives, standards,
and guidelines for classification, retention, and disposition
- Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
Policy Knowledge
- OPS Privacy Impact Assessment Process and tools released by Ontario Ministry of Government Services
- Understanding of related disciplines as above
Operational Program and Business Design Skills
- Lead or support development of a PIA independently or as part of a team
- Create and understand data flow diagrams and business process diagrams
- Recognize need for external expertise when required
- Excellent communication with technical/business audiences and non‑privacy experts
Technology and Systems Knowledge
- Analytical skills to understand current and future privacy implications of policies, decisions, and business initiatives
- Knowledge of IT concepts that impact protection of personal information
Information and Record‑Keeping Knowledge
- Develop risk assessment tools, methodologies, policies, and procedures
- Understand records management policies, directives, standards, business rules, and procedures for classification, retention, and disposition
- Knowledge of AODA and related standards
Desirable Skills
- Professional certification in a related discipline (IT security, architecture)
- Experience providing education and training in privacy
- Knowledge of Ontario government policies and procedures (business case development, project approvals, policy development)
- Current OPS security clearance desirable

- Rate: $93.27/hr – $111.92/hr (Inc.)
- T4 rate: $74.62/hr – $89.54/hr
