Role Overview

We are looking for an experienced Risk Strategy Lead (Payment) to build and lead our risk operations function for our global stablecoin payments business.

This role will be responsible for designing and scaling the end-to-end risk review framework across cross-border B2B payments, balancing business growth with robust risk controls. You will build and lead the team from the ground up, owning the operational strategy for reviewing transaction authenticity, supporting trade documentation, and on-chain fund legitimacy (KYT/AML). Partnering closely with Compliance, Product, Engineering, and Sales, you will continuously drive process standardisation, automation, and operational efficiency — maximising approval rates while upholding strict compliance standards.

The ideal candidate brings deep experience in cross-border payments, B2B settlement, or PayTech risk and compliance operations, with a strong grasp of both traditional international trade documentation requirements and blockchain-based stablecoin payment flows. You thrive in early-stage environments, balancing rigour with business agility and applying a risk-based, proportionate approach rather than one-size-fits-all controls.

Key Responsibilities

Risk Operations & Framework Development

- Design, build, and implement the end-to-end risk operations framework from 0 to 1 for our global stablecoin-powered B2B payments network
- Develop and continuously optimise dual-track SOPs covering Transaction Authenticity verification and On-chain Compliance / KYT
- Establish tiered, risk-based review processes: segment transactions by customer rating, volume, fund flow, and behaviour to apply differentiated review intensity
- Define standardised supporting documentation requirements and review criteria per risk tier, eliminating unnecessary friction for low-risk customers

Transaction Review & Complex Case Assessment
- Lead end-to-end review and investigation of complex, high-risk, or non-standard payment cases
- Verify authenticity and logical consistency of full international trade documentation — including Proforma Invoices (PI), Bills of Lading (B/L), Customs Declarations, and related documents — and identify forgeries or red flags
- Use blockchain explorers and KYT analytics tools (e.g. Chainalysis, Elliptic) to trace stablecoin fund sources, assess exposure, and flag high-risk on-chain activity
- Exercise sound risk judgement to strike the optimal balance between transaction approval rates, customer experience, and regulatory compliance

Policy & High-Risk Scenario Design
- Develop review standards and approval frameworks for non-standard / high-risk B2B payment scenarios — including third-party payments and inflows from self-hosted / non-custodial wallets
- Identify evolving risks — including mixers, sanctioned addresses, and hack-related activity — and continuously refine controls to address emerging threats
- Apply a risk-based approach consistently: calibrate review granularity to actual risk exposure rather than applying blanket, overly restrictive rules

Automation, Systems & Cross-Functional Collaboration
- Translate manual review expertise into codified system rules, driving higher rates of automated approval and reducing reliance on pure manual processing
- Partner with Product and Engineering to deliver and refine OCR document verification, intelligent risk-rule engines, and real-time on-chain monitoring & interception systems
- Serve as the primary risk control liaison across Sales, Compliance, Product, and Operations teams — upholding compliance guardrails while enabling rapid business expansion
- Establish, monitor, and maintain operational SLAs, ensuring review turnaround times meet real-time / near-real-time B2B business requirements

Team Leadership & Operational Excellence
- Build, mentor, and lead the Risk Operations team from an early-stage foundation
- Define operational procedures, quality benchmarks, and review standards; drive continuous improvement across workflows
- Monitor operational KPIs, review quality, processing times, and team performance to consistently raise standards
- Lead by example: hands-on ownership of complex frontline cases alongside your team during early-stage growth, adapting confidently as systems and processes mature

Requirements

- 3+ years of hands-on experience in risk control, compliance operations, or related roles within cross-border payments, B2B settlement, or PayTech
- Team leadership experience, or proven track record of designing and launching operational workflows from the ground up — strongly preferred
- Strong expertise in B2B trade and payments risk:

familiar with international trade cycles, able to rapidly spot authenticity risks and inconsistencies in invoices, Bills of Lading, and Customs filings
- In-depth understanding of stablecoins and cryptocurrency mechanics (USDT, USDC); working knowledge of on-chain fund tracing; familiarity with high-risk on-chain activity including mixers, sanctioned addresses, and hack-related transactions
- Experience reviewing supporting documentation across complex trade scenarios; prior experience managing follow-up documentation requests and behavioural risk assessment — strongly preferred
- Transparent logical reasoning and stakeholder communication skills: able to align priorities and build consensus between risk control and business growth objectives
- Comfortable working hands-on in an early-stage workplace with limited tooling; resilient and effective at making sound judgements amid uncertainty
- A risk-based mindset: able to apply controls proportionately, tailoring review intensity to each customer and transaction’s actual risk profile rather than applying rigid, uniform restrictions

Vision & Mission

OSL is the first SFC-licensed digital asset platform in Hong Kong and a PayFi innovator. Through stablecoin payments, cross-border settlement and global licensing, we are building the next-generation payments network. Stablecoins have become everyday money across emerging markets and are widely viewed as blockchain's "killer app," with industry focus shifting from token issuance to real-world consumer and enterprise payment adoption.

The strongest growth lies in cross-border B2B payments, where providers embedding stablecoins into corporate settlement flows can capture significant volume and float. Long-term defensibility comes from regulatory licences, banking partners and cross-border corridors.

OSL holds or has acquired licences in Hong Kong, Japan, Australia, Bermuda and Indonesia, and is expanding into Europe, Brazil, Southeast Asia and Africa through acquisitions and licence applications. With OSL Pay and StableX, we embed stablecoin settlement into bank accounts and card networks, support 150+ digital assets, and provide 24/7 fiat–stablecoin conversion. As a regulated pioneer with a startup mindset, we believe the future of payments will be driven by real adoption and scalable deployment, not technology narratives.

We welcome builders who are passionate about crypto and payments to join us in shaping compliant, global payment infrastructure.
