Calgary's Water Utility is evolving how it plans, governs, measures performance, manages risk, and delivers strategic change. As a Senior Consultant, Business Transformation in the Water Transformation Program, you will help strengthen the systems, processes, and practices that support effective decision-making and long-term success for one of Canada's largest municipal water utilities.
Working across water, wastewater, and stormwater services, you will help leaders and cross-functional teams navigate complex issues, evaluate options, align priorities, and turn strategic direction into practical action. You will provide analysis, documentation, facilitation, decision support, and implementation coordination on high-priority initiatives that support service areas, Utility senior leadership, the Chief Operating Officer (COO) - Water Utility, and emerging governance structures.
This position is well suited to experienced professionals from strategy, governance, consulting, transformation, policy, planning, public administration, business analysis, or advisory backgrounds who enjoy working on complex problems with meaningful operational, organizational, and community impact. You will have the opportunity to contribute to work that shapes how the Water Utility makes decisions, manages risk, aligns priorities, and delivers reliable services for Calgarians.
Primary duties include
- Strengthen governance and decision-making: support governance forums, leadership discussions,
and decision-making processes by coordinating inputs, preparing materials, documenting outcomes, and monitoring follow-through.
- Analyze complex issues: Work with leaders, subject matter experts, and cross-functional teams to define problems, identify opportunities, evaluate options, and develop recommendations where appropriate. Gather and synthesize operational data, policy direction, industry practices, research, partner input, and leadership priorities to support evidence-based decisions.
- Support strategic planning and transformation initiatives: Help translate strategic priorities into practical plans, actions, measures, and governance processes. Support priority work related to strategic planning, governance, business transformation, performance management, risk management, and evidence-based decision support.
- Develop decision-ready materials: Prepare briefing notes, reports, presentations, frameworks, plans, dashboards, and other materials for service and leadership audiences. Present information in a clear, concise, and actionable manner.
- Facilitate alignment and collaboration: Design and facilitate meetings, workshops, and working sessions that build shared understanding, surface issues, support decision-making, and advance work. Build productive relationships across business units and functions to support effective collaboration and delivery.
- Lead or coordinate strategic work: Lead or support complex projects and workstreams by defining scope, developing plans, coordinating contributors, tracking deliverables, and supporting implementation. Monitor progress and identify emerging risks, issues, dependencies, and barriers to success.
- Support continuous improvement: Contribute to the ongoing evolution of the Water Utility's management systems, governance practices, performance reporting, and strategic planning processes. Identify opportunities to improve how priorities, risks, performance, and decisions are managed across the Utility.
Qualifications
- A degree in Business,
Public Policy/Administration, Planning, Social Sciences, Communications, or a related field.
- At least 8 years of directly related progressive experience including one or more of the following areas: strategy, governance, risk management, performance management, business transformation, change management, policy, consulting, or senior advisory work.
- Experience in municipal government, utilities, infrastructure, public administration, or a large, complex organization will be considered an asset.
- Additional formalized courses and/or designations in the following or related areas will be considered an asset: project management, change management, facilitation, design thinking.
- Demonstrated ability to analyze and synthesize complex information and develop clear findings, options, recommendations, and decision-ready materials.
- Strong facilitation and partner engagement skills, including experience working with senior leaders, subject matter experts, and cross-functional teams.
- Strong communication skills, including experience preparing materials for executive and senior leadership audiences.
- Strong project leadership and organizational skills, including the ability to manage multiple priorities and deliver results in a agile environment.
- Demonstrated judgment, initiative, curiosity, collaboration, systems thinking, and problem-solving abilities.
- Comfort working in situations where priorities, issues, and pathways forward may not always be fully defined.

Workstyle
- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
