This role supports a branch that is dedicated to safeguarding the integrity of Ontario's vital events programs. If you are an experienced investigator with strong analytical skills and a passion for public service, consider this opportunity to contribute to fraud prevention, identity protection, and public trust. Please note: you must have the ability to travel within Ontario.

Note: this position is based in Thunder Bay and requires you to work in the office five days a week.

About the job

In this role, you will conduct complex investigations into alleged fraud, identity theft, and security breaches. You will work within a legislative framework to collect and analyze evidence, support prosecutions, and strengthen program security.

You can expect to

- plan and conduct investigations into alleged contraventions of legislation, regulations, internal policies, and internal incidents including employee-related security breaches
- gather, secure, and analyze evidence, including executing search warrants, subpoenas, and court orders, and reviewing documents, records, and witness statements
- interview complainants, witnesses, and suspects, ensuring adherence to legal requirements
- collaborate with provincial and federal law enforcement partners on joint investigations and information sharing
- prepare detailed reports, recommendations, and prosecution briefs
- assist Crown Counsel in preparing cases and provide expert testimony in legal proceedings, including cross-examination
- identify program vulnerabilities and provide recommendations to improve security controls
- contribute to fraud prevention initiatives, threat risk assessments, security reviews, and physical security planning
- maintain investigative databases and prepare statistical and case tracking reports
- develop and deliver training and guidance on fraud awareness and security practices

What you bring to the team

Mandatory requirements

- you have the ability to obtain designation as a Provincial Offences Officer at the time of hire
- you have the ability to successfully complete security screening in accordance with OPS requirements

Specialized knowledge and skills

You have:

- knowledge of investigative techniques, legal processes, and rules of evidence
- understanding of legislation such as the Criminal Code, Provincial Offences Act, Vital Statistics Act, Change of Name Act, Marriage Act and applicable evidence and privacy legislation
- experience investigating fraud, identity theft, or related offences
- knowledge of document examination and fraud detection methods

Analytical, research and judgement skills

You have:





- strong analytical and problem-solving skills to assess complex evidence and determine appropriate actions
- the ability to interpret and apply legislation, policies, and investigative findings
- attention to detail and the ability to synthesize information into clear, accurate conclusions
- sound judgement and decision-making skills in sensitive or high-risk situations

Communication, interpersonal and stakeholder skills

You have:

- strong oral and written communication skills to prepare reports and present evidence
- experience conducting interviews with a range of individuals, including in sensitive or escalated situations
- the ability to build effective working relationships with internal and external stakeholders, including law enforcement partners
- the ability to provide expert testimony and withstand cross-examination in legal proceedings

Organizational and technical skills

You:

- can manage multiple investigations and priorities effectively
- are proficient with computer applications, databases, and records management systems
- have the ability to maintain accurate documentation and case files
