THE OPPORTUNITY
Building Ontario Fund (BOF) is seeking a full-time Senior Policy Advisor ( This job posting represents an existing vacancy.)
PURPOSE OF POSITION
- Participate within transaction deal teams as advisor regarding policy subject matter expertise, including advising on the public-benefit impact and potential of proposed projects
- Leads and develops policy and program options, conducts specialized research and analysis to recommend policies, regulatory and operational frameworks, advises senior management, and the ministry on options and recommendations.
- Builds and maintains highly productive and collaborative relationships, working with a high degree of independence, with stakeholders, ministries and colleagues.
- Provides actionable advice to investment teams from relevant emerging policy, regulatory, or academic changes.
- Provides senior level advisory services as a functional specialist responsible for leading planning, policies, programs, or services; managing relationships and providing technical consulting advice and guidance to internal and external stakeholders.
- Assesses the effectiveness of ministry and stakeholder-led policy frameworks in relation to BOF’s mandate and leads the coordination and development of the Agency’s policy positions.
- Exercises a high degree of independence and decision-making ability to ensure end to end delivery of policy development and effective management of contentious issues.
- Leads decision-making within the policy development cycle, guiding delivery of key policy priorities, assessing risk, and managing financial and program impacts for the Agency.
- Develops in-depth reports and analysis and presents options and recommendations to senior management for decision making purposes.
- Maintains current knowledge of provincial, national, and international policy and legislation issues and trends
- Identifies risks and corresponding mitigating strategies for consideration by senior management.
- Leads complex policy planning and development, operating with a high degree of decision-making independence.
Qualifications
Education and Experience
- Knowledge of financial systems and financing tools.
- Knowledge of investment structure and frameworks, particularly infrastructure investments and transactions.
- Knowledge of BOF’s mandate/strategic directions, priorities, related legislative, regulatory and policy frameworks.
- Advisory and leadership skills to provide policy expertise in support of the Agency’s strategic policy directions and development of legislation, regulations,
governance frameworks, and related operational policies; to lead/participate on inter-jurisdictional working groups engaged in collaborative policy development, consultations, and issues resolution.
- Interpersonal, influencing and negotiation skills to gain support for Agency policy and program initiatives regarding the implementation of procurement/supply chain management legislation, regulations, and related operational policies from other ministries and the consumer and business stakeholder groups, to identify and mitigate risks, to develop and mediate a complex range of implementation parameters, and to negotiate the resolution of conflicting viewpoints and policy implementation concerns.
- Relationship building and consensus building skills to develop and maintain an effective liaison relationship with the ministry.
- High levels of political acuity in order to lead and coordinate outreach with the ministry regarding compliance, governance and policy issues, and to address and resolve where feasible substantially differing viewpoints and positions, as well as to ensure that proposed options/recommendations are consistent with Agency directions, and that they would be favorably received by senior management and the Board.

- Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required
- Knowledge of government organizational structures, policy development principles/techniques and decision-making processes, including the development of legislation and regulatory frameworks, an asset
- Knowledge of government and broader public sector directives and guidelines relating to the development of governance and operational policy and programs, which support the Agency’s strategic direction, an asset.

Our office at 79 Wellington Street W, Toronto is steps from Union Station, with great dining and transit options.
As part of the Ontario Public Service, BOF requires employees to work in-office five (5) days/week . We believe in-person presence and collaboration strengthens culture and service delivery.

The expected salary for this role is CA$96,000 - $125,000 for candidates who meet the stated qualifications.
