Senior Project Manager, Enterprise Data and Reporting Modernization

Role Overview The Senior Project Manager, Enterprise Data and Reporting Modernization, will lead two related but distinct initiatives supporting a Data Management strategy: an enterprise data platform assessment and a Ministry Reporting Central Data Warehouse implementation. The assessment will define requirements, evaluate options, develop recommendations, and create a roadmap for future implementation. The CDW implementation will deliver a governed Ministry reporting platform to support accurate, timely, and compliant Ministry reporting during the ERP transition.

Enterprise Data Platform Assessment

Discovery, current-state and future-state assessment, requirements definition, solution evaluation, recommendations, and roadmap development.

Strategic planning, stakeholder discovery, feasibility, recommending approaches and roadmap development, enterprise architecture awareness, governance, decision support, scope discipline, and the ability to translate complex findings into practical recommendations.

Ministry Reporting Central Data Warehouse Implementation

Implementation of a governed, production-ready Ministry reporting platform that integrates multiple ERPs to ensure accurate, timely, and compliant reporting throughout the transition and beyond. Experience implementing regulated data reporting solutions.

Proven delivery of fixed-deadline implementations where compliance should not be compromised.

Experience in projects that required data reconciliation and reporting validation.

Both projects require strong project governance, enterprise data literacy, stakeholder engagement, risk management, and executive communication. The assessment project requires more emphasis on discovery, facilitation, analysis, recommendations, and roadmap development; the CDW implementation requires more emphasis on delivery execution, technical coordination, testing, reconciliation, operational readiness, and regulatory reporting continuity.





- Key Responsibilities Lead both initiatives from initiation through completion, managing scope, schedule, risks, dependencies, decisions, deliverables, and stakeholder alignment.
- Plan and facilitate discovery activities, workshops, requirements gathering, current-state and future-state assessment, validation sessions, and executive decision points.
- Coordinate business and technical stakeholders across IT, Integrated Planning & Accountability, Registrar and Enrolment Services, Finance, Facilities, academic areas, and other institutional partners.
- Assess reporting needs, data integration requirements, governance considerations, data ownership, solution options, readiness, and implementation dependencies.
- Maintain clear assessment boundaries while coordinating approved implementation activities, including technical workstreams, testing, reconciliation, go-live readiness, and transition to operations.
- Develop recommendations, decision materials, roadmap inputs, executive updates, issue logs, and follow-up summaries that support timely leadership decisions.
- Required Experience and Competencies 8–15+ years of project or program management experience in complex enterprise IT environments, including both strategic assessment/planning initiatives and implementation delivery projects.
- Experience leading enterprise assessments, feasibility studies, technology evaluations, current-state/future-state assessments, requirements discovery, and roadmap development.
- Experience managing enterprise data, analytics, reporting, data warehouse, integration, institutional reporting, modernization, cloud, or legacy system replacement initiatives.
- Demonstrated ability to work with enterprise architects, business analysts, cybersecurity, privacy, infrastructure, operations, technical delivery teams, and senior business stakeholders.
- Experience with fixed regulatory, audit, or compliance deadlines where reporting accuracy, continuity, traceability,



and data quality are critical.
- Robust facilitation, stakeholder engagement, analytical thinking, scope management, risk and dependency management, change communication, and executive reporting skills.
- Ability to translate technical concepts into business language, reconcile competing priorities, document decisions, and convert findings into actionable recommendations and leadership-ready materials.

Technical Knowledge

- The Project Manager does not need to be a technical architect but must be sufficiently fluent to manage discussions, risks, issues, decisions, and dependencies related to: Enterprise data platforms, data warehouses, data lakes, reporting platforms, business intelligence tools, and decision-support solutions such as Power BI, Tableau, Workday Prism Analytics, or similar tools.
- ETL/ELT, data integration, data architecture, data lineage, data quality, master data management, reconciliation, and reporting continuity.
- Cloud platforms, SaaS data ecosystems, cloud architecture principles, subscription licensing, enterprise architecture governance, cybersecurity, privacy, compliance, role-based access, and data governance frameworks.
- Preferred Certifications and Assets PMP, PRINCE2, or equivalent project management certification.
- Agile certification or demonstrated experience using agile facilitation techniques.
- DAMA/CDMP, TOGAF awareness, Prosci Change Management, or related certifications would be considered assets.
- Experience in higher education, public sector, or complex institutional environments would be an asset.
- Ideal Candidate Profile The ideal candidate can operate across two modes of work: bringing structure to ambiguity during strategic assessment, and maintaining disciplined delivery during implementation. They can lead stakeholder discovery, synthesize findings, guide evidence-based recommendations, coordinate technical and business workstreams, oversee testing and
- reconciliation, maintain regulatory reporting continuity, and ensure operational readiness for production support.
- The candidate must have experience working with structured processes governed by PMO, using Waterfall or Hybrid approaches. Soft skills and working with all level of stakeholders are important.
