Policies and Procedures Specialist (Contract)
Wiikwemkoong Unceded Territory – Security By-Law Enforcement

The Wiikwemkoong Unceded Territory (WUT) Security By-Law Enforcement is seeking a Policies and Procedures Specialist (8-week contract, with possible extension). Wiikwemkoong Unceded Territory (WUT), following the principles and ethics of Wiikwemkoong’s Gchi Naaknigewin, Wiikwemkoong’s Children’s Bill of Rights and Wiikwemkoong Community Standards, is committed to strengthening community safety through clear, effective governance and enforcement practices. The Policies and Procedures Specialist will be responsible for developing, reviewing, and formalizing policies and procedures that support Security By-Law Enforcement operations, including the establishment and integration of a Surveillance Department. This role will contribute to enhancing accountability, safety, and operational consistency within the community. The Policies and Procedures Specialist will report to the Manager of Security By-Law Enforcement and work collaboratively with leadership and operational teams to ensure policies align with community standards, legal frameworks, and best practices.

Responsibilities

Develop and draft comprehensive policies and procedures for Security By-Law Enforcement

Establish policy framework for the implementation and operation of a Surveillance Department

Review existing practices and recommend improvements for consistency and compliance

Ensure all policies align with applicable laws,



privacy standards, and community values

Consult with leadership to gather input and validate procedures

Provide recommendations for long-term policy management and updates

Present drafted policies for review and approval

Requirements

Education:

Diploma or degree in Public Administration, Law, Criminology, Policy Development, or a related field

Minimum 3–5 years experience in policy development, preferably within security, law enforcement, or Indigenous governance

Knowledge:

Understanding of Indigenous governance structures, privacy legislation, surveillance practices, and community safety frameworks

Skills:

Solid policy writing and documentation skills

Ability to analyze and interpret regulatory requirements

Excellent communication and consultation skills

Attention to detail and organizational skills

Ability to work independently within a short-term contract

Preferred Qualifications:

Experience working with Indigenous communities

Knowledge of surveillance systems and regulatory considerations

Other:

Must be able to work on-site or hybrid as required

Valid driver’s license and clear police check may be required

Ability to understand and speak Anishinaabemowin is a definite asset.

Compensation & Terms
Contract Duration: 8 weeks (with potential for extension)
Rate of Pay: To be determined based on experience
Location: On-site / Hybrid (as required)
