Manager of Parks, Recreation and Facilities Full-time Permanent Parks, Recreation & Culture Municipality of North Grenville POSTING #PRC-2026-010 North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital - Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination. Application Deadline: Sunday August 23rd, 2026, no later than 4 p.m. EST. Provide leadership, direction, and oversight to the Parks Foreman, Facilities Lead Hand, Parks and Trails Lead Hand. Provide operational leadership and support during staff absences, emergency situations, and periods of peak operational demand. Coordinate departmental resources and operational priorities across parks, recreation facilities, trails, cemeteries, and municipal facilities. Develop, implement, monitor, and continuously improve departmental operational plans, work plans, service standards, and performance objectives. Participate in after-hours response and emergency situations, as required. Lead departmental budgeting, forecasting, and financial reporting activities in conjunction with the Director. Monitor departmental expenditures and identify opportunities to improve operational efficiency Lead procurement activities including quotations, tenders, Requests for Proposals (RFPs), Requests for Quotations (RFQs), contract administration, and vendor management. Asset Management & Capital Projects Oversee departmental asset management initiatives in accordance with the Municipal Asset Management Planning Regulation (O. Reg. 588/17). Coordinate fleet, equipment replacement planning, lifecycle management, and long-term infrastructure renewal strategies. Manage capital projects from planning through completion. Human Resources & Organizational Leadership Provide leadership, coaching, mentoring,



and support to supervisory staff and employees, including participation in recruitment and onboarding, conducting performance evaluations and employee development planning. Lead attendance management, performance management, corrective action, and disciplinary processes in consultation with Human Resources. Community & Stakeholder Relations Develop and maintain collaborative working relationships with community organizations, user groups, contractors, consultants, partner agencies, elected officials, and internal departments. Investigate and respond to public inquiries, complaints, service requests, and operational concerns in a timely, qualified manner. Education/Specialized Training/Skills:

Essential (minimum) Qualifications Post-secondary diploma or degree in Recreation, Parks Management, Facility Management, Engineering Technology, or a related discipline; or an equivalent combination of education, training, and progressively responsible municipal operations experience Asset (preferred) Qualifications Project Management, Supervisory Leadership, Asset Management, Recreation, Parks, Facilities, or Public Administration related certifications. Refrigeration, HVAC, Arena Operations, Building Systems, or Facility Operations certifications. Work Experience:

Essential (minimum) Qualifications Minimum three (3) years of progressive supervisory experience in municipal parks, recreation, facilities, public works, or related operational environments Demonstrated experience leading and coordinating staff, contractors, and operational service delivery Experience assisting with budget preparation, operational planning, procurement activities,



and contract administration Demonstrated knowledge of municipal facility operations, parks operations, asset maintenance, and infrastructure management Strong interpersonal, communication, and customer service skills with the ability to build positive working relationships with staff, user groups, contractors, and community stakeholders Valid First Aid, CPR certification Additional Requirements Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality. Valid and satisfactory Police Records Check Working Conditions

Standard office hours, based on a 40-hour work week. Regular office and field work required. Potential for adverse weather conditions working outside during all seasons. Evening and weekend meetings may be required. Attendance at Council, Committee, and public meetings, as required. Participation in emergency response and after-hours operational situations. Travel throughout the Municipality and to external meetings, conferences, and training sessions as required. Compensation

The salary range for this position is $41.97/hr. - $52.46/hr. This posting is for a new position.
