This Full-Time out-of-scope position manages the Public Works Department and reports directly to the Chief Administrative Officer (CAO).
Responsibilities
- Oversee the activities of the Public Works Department, including: all road, culvert, and roadside maintenance, Transfer Station operations, Cemetery maintenance, water treatment and distribution, wastewater treatment and collection, along with all town-owned facilities and park maintenance.
- Provide strategic directive and supervision to Public Works team.
- Interviews, hires, and manages the Public Works Department, including staff training, evaluating staff performance, approving time sheets, leave and vacation requests
- Participate in Management meetings as required
- Approve department purchases within the limits set by policy.
- Establish and maintain a system to ensure the security and integrity of all records related to infrastructure and maintenance
- Directly responsible for completing and submitting reports and budgets to the CAO
- Responsible for the long-term planning for the Public Works Department
- Prepare the Public Works Draft Budget (Operating and Capital); Provide additional information as requested by the CAO or Council with respect to budget submission
- Review quarterly reports where necessary, and willing to take corrective measures to remain within budget.
- Prepare tenders and contracts for Public Works Capital and Management Projects and ensure that contractors meet legislative requirements and industry standards
- Monitor ongoing contract/construction progress and activities; meets deadlines
- Develop and implement a process for the management and maintenance of vehicles, equipment, facilities,
and infrastructure including roads, sidewalks, storm sewers, water and wastewater infrastructure
- Provide direction to the department with regards to the adherence of Town policies and procedures and ensures compliance with various legislation (ie: The Municipalities Act, The Occupational Health and Safety Act, Saskatchewan Employment Act, Highway Traffic Act & Safe Drinking Water Act)
- Respond to inquiries and investigates complaints in a timely manner
- Work with internal office staff to ensure a cohesive, respectful and supportive workplace
- Ability to work as a contributing member of the Senior Management team
Experience
- Post-secondary degree in a related field. Equivalent work experience will be considered
- Minimum two (2) years of Supervisory or Management experience in a related role. Municipal infrastructure and contract administration experience are considered an asset
- Certifications considered an asset: Possession of Class 1 Certification in Water Treatment, Water Distribution, Wastewater Collection, Class 1 Wastewater Treatment and Arena Operator Level II, or must be willing to train
- Excellent knowledge of Municipal Infrastructure and of Public Works Operations and equipment
- Experience in preparing budgets and reviewing financial reports
- Demonstrated strong leadership and organizational skills with the ability to manage change and direct multiple employees
- Should be familiar with the Union Agreement as it relates to all areas of employment within the Town, and be prepared to administer the Agreement and handle grievances and/or dispute resolution accordingly
- Excellent problem-solving skills, decision making, and negotiation skills in a complex environment
- Excellent oral and written communication skills
- Can use Microsoft Office Excel and Word with confidence
- Clean Criminal Record Check and Child Abuse Registry check are required
- Valid Saskatchewan Class 5 Driver’s License
Unique Position Requirements
- Flexibility is required to accommodate evening and weekend management responsibilities and emergency situations
- Attend Council and Committee meetings after hours when requested
- Occasional travel outside of the community
- Perform duties as required in relation to Bylaw Enforcement as assigned
- Physically capable of performing a wide variety of physical tasks, including heavy equipment operation, walking, sitting, lifting, crouching and standing for long periods of time
- Work both inside a shop and outside in varying weather conditions and worksite settings, that may require planned safety precautions
