Description The Government Services Integration Cluster is seeking a Technical Project Manager with deep, hands-on mobile engineering leadership to drive the planning, delivery, and lifecycle management of enterprise-grade iOS and Android applications, including digital credential wallet and mobile identity solutions.

This is a delivery-accountable role for a practitioner-level leader: the successful candidate is expected to own schedule, scope, budget, risk, and stakeholder governance while remaining technically credible enough to challenge architectural decisions, review designs, unblock engineers, and make informed trade-offs on security, performance, and platform constraints.

Must Have

- Must have 5+ years of experience as a Technical Project Manager / Delivery Manager leading mobile application development projects.
- Must have 5+ years of experience with React Native-based mobile delivery (hands-on or technical leadership).
- Must have strong team management and leadership skills — working with various stakeholders and organizing team members.
- Must have demonstrated experience delivering applications published to the Apple App Store and/or Google Play Store.

Nice to Have

- PMP, PMI-ACP, CSM, or Secure certification.
- Experience delivering digital identity, digital credential, or mobile wallet solutions.
- Prior Ontario Public Service or broader public sector delivery experience.
- Experience with AODA / WCAG 2.1 AA accessibility compliance in mobile products.

Key Responsibilities

- Lead end-to-end delivery of enterprise-grade iOS and Android applications built with native (Swift, Objective-C, Java) and hybrid (React Native, TypeScript) technologies — from intake and estimation through release and post-production support.
- Own the project plan, delivery roadmap, milestones, dependencies, resourcing, and budget forecasting; report progress, risks, and issues to management and executive stakeholders.
- Partner with Applications Architects and technical leads to ensure mobile solutions are secure, scalable, accessible, and maintainable across multiple form factors, localizations, and OS-specific patterns.
- Drive delivery of mobile capabilities that leverage device features (camera, Bluetooth, sensors, storage) and secure OS modules (Secure Enclave / TEE / Strongbox).
- Manage the release lifecycle for the Apple App Store and Google Play Store, including submission readiness, review remediation, phased rollout, and version support planning.
- Oversee delivery of digital credential wallets and mobile identity solutions built on W3C VC data models, DIDs, mDOC, and related decentralized identity technologies.
- Coordinate integration work with backend services (REST, SOAP, event-driven systems) and cloud-native platforms (Docker, Kubernetes), managing cross-team dependencies and interface agreements.
- Lead Agile ceremonies including sprint planning, backlog refinement, estimation, retrospectives, and technical design sessions; maintain velocity, burndown, and delivery metrics.
- Establish and enforce quality gates:



definition of done, code review expectations, automated testing coverage, CI/CD pipeline health, and defect triage.
- Identify, log, and actively mitigate risks and issues; escalate appropriately and drive decisions to closure.
- Ensure comprehensive documentation of architecture, processes, decisions, and operational procedures to support long-term maintainability and knowledge transfer.
- Collaborate with product managers, UX designers, cybersecurity teams, platform architects, and vendor partners to align mobile delivery with enterprise roadmaps and strategic goals.
- Manage procurement-related activities as required, including vendor coordination, deliverable acceptance, and contract milestone tracking.
- Support change management, release communications, and transition-to-operations activities.

Experience and Skill Set Requirements

Mobile Delivery & Technical Leadership — 40%

- Proven track record leading the delivery of enterprise-grade iOS and Android applications using native technologies (Objective-C / Swift with Xcode, or Java with Android Studio) and hybrid frameworks.
- Hands-on technical depth in React Native and TypeScript sufficient to review code, assess design proposals, and make credible trade-off decisions. Primary development on this program is React Native and TypeScript.
- Ability to direct and evaluate UI delivery supporting different screen resolutions, localization, accessibility (AODA / WCAG), and OS-specific UX patterns.
- Experience guiding teams building applications that make efficient use of device resources — memory, storage, cameras, Bluetooth, sensors — and secure OS capabilities.
- Demonstrated ownership of CI/CD pipelines, automated builds, test automation, and deployment workflows as delivery quality gates.
- Experience delivering solutions involving Apple Wallet, Google Wallet, or custom digital wallets — including adding credentials to a wallet and mobile verifier applications for credentials.
- Working knowledge of Secure Enclave, TEE, and/or Strongbox and their implications for delivery planning and security review.
- Experience managing publication and lifecycle management of apps in the Apple App Store and Google Play Store, including release cadence and store review cycles.
- Ability to plan and prioritize security fixes, patch updates, and vulnerability remediation within release schedules.
- Ensures compliance with secure coding practices, mobile OS security guidelines, and enterprise cyber standards.

Project Management, Agile Delivery & Governance — 35%

- Demonstrated experience managing complex, multi-stream technical projects with competing priorities, fixed timelines,



and multiple dependencies.
- Expertise in Agile methodologies (Scrum, Kanban, SAFe) including sprint planning, backlog refinement, estimation, velocity tracking, and continuous improvement.
- Experience developing and maintaining project artefacts: charters, delivery plans, WBS, RAID logs, status reports, dashboards, and steering committee materials.
- Ability to manage budget, forecasting, resource allocation, and capacity planning across internal staff and vendor resources.
- Experience with risk and issue management — proactive identification, mitigation planning, escalation, and decision tracking.
- Familiarity with public sector delivery gating, architecture review boards, privacy and security assessments (PIA / TRA), and accessibility compliance sign-off.
- Proficiency with delivery tooling such as Jira, Confluence, Azure DevOps, and MS Project.
- Experience leading transition-to-operations, warranty periods, and support model definition.

Stakeholder Management, Communication & Team Leadership — 15%

- Excellent written and verbal communication skills, with the ability to translate technical detail into clear guidance for executives, business stakeholders, and non-technical audiences.
- Experience facilitating workshops, design sessions, and decision-making forums across multidisciplinary groups.
- Demonstrated ability to build, mentor, and motivate multidisciplinary development teams, fostering an engineering culture focused on user-centered design, accessibility, and secure coding.
- Experience managing vendor and partner relationships, including deliverable review and acceptance.
- Skilled at conflict resolution, negotiation, and building consensus across product, UX, cybersecurity, platform, and operations teams.
- Ability to manage stakeholder expectations in a fast-paced environment with shifting priorities.

Digital Trust, Verifiable Credentials & Back-End Integration — 10%

- Working knowledge of the W3C Verifiable Credential data model, ISO/IEC 18013-X, ISO/IEC 23220-X (mDOC), decentralized identifiers (DIDs), X.509 certificates, zero-knowledge proof, and OpenID4VC.
- Familiarity with wallet and security protocols including OIDC, OpenID4VC / OpenID4VP, W3C DC-API, OAuth2, JWT/JWS (JOSE), TLS, PKI, CBOR/COSE, ECDSA P-256, Ed25519, SHA/SHA2, and RSA — sufficient to lead planning, scope conversations, and compliance reviews.
- Understanding of global digital identity standards and specifications such as W3C VC, IETF, OIDF, PCTF, NIST, and eIDAS (ARF), and their impact on delivery timelines and acceptance criteria.
- Experience overseeing mobile integration with RESTful APIs and secure back-end platforms built in Java, Node.js, Python, or similar stacks.
- Familiarity with distributed, event-driven architectures, secure messaging systems, and cloud-native containerized environments (Docker, Kubernetes).
- Understanding of authentication, authorization, encryption, and secure data exchange patterns sufficient to govern design decisions and security reviews.
