Human Resources Consultant (Labour Relations and Recruitment)
Location : Regina, Saskatchewan
Position : Full-Time, Permanent
Hours of Work : 40 hours per week
Salary Range : $118,430 – $169,187 annually (commensurate with qualifications and experience)

About TSASK
The Technical Safety Authority of Saskatchewan (TSASK) is a province-wide regulatory authority responsible for ensuring the safe operation of boilers and pressure vessels, elevating devices, amusement rides, gas, electrical, and plumbing systems. Since our formation in 2010, we have built a strong reputation for professionalism, collaboration, and service. Our work supports public safety across Saskatchewan through inspections, permitting, licensing, education, and regulatory oversight.

The Opportunity
TSASK is seeking an experienced Human Resources Consultant to join our Human Resources team.

This position provides both strategic and operational human resources support within a unionized environment, with a particular focus on labour relations, recruitment, training, policy development, leadership support, and organizational initiatives.

As part of a small and collaborative HR team, you will work closely with leaders across the organization and contribute to a variety of projects and initiatives, including succession planning, collective agreement administration, staffing, leadership development, organizational change, and policy implementation.

The successful candidate will be a proactive and trusted advisor who exercises sound judgment, takes initiative, and builds strong working relationships. Key Responsibilities
Labour Relations

Advise and support leaders on labour relations matters and collective agreement administration.

Participate in collective bargaining preparation,



negotiations, implementation, and ongoing administration.

Support grievance management, dispute resolution, and labour-management relationships.

Conduct research and analysis to support labour relations initiatives and organizational decision‑making.

Recruitment and Workforce Planning

Lead and support recruitment and staffing activities across the organization including specialized and hard‑to‑fill positions.

Partner with managers to identify workforce needs and develop staffing strategies.

Coordinate recruitment processes, selection activities, and onboarding programs.

Support workforce planning, succession planning, and organizational growth initiatives.

Human Resources Advisory Services

Provide practical HR advice and support to managers and employees.

Coach and support leaders through workforce challenges and organizational change.

Support performance management and employee development initiatives.

Identify HR risks and recommend practical solutions.

Assist with policy development, implementation, and communication.

Organizational Projects

Participate in strategic HR initiatives and special projects.

Contribute to leadership development, workforce planning, and organizational effectiveness initiatives.

Support continuous improvement efforts within the HR function and across the organization.

Qualifications

Post‑secondary education in Human Resources, Labour Relations, Business Administration, or a related field is preferred. Equivalent combinations of education and experience will be considered.

Minimum of seven years of progressively responsible Human Resources experience.

Significant experience working in a unionized environment.

Experience interpreting and administering collective agreements.

Experience providing HR advice and support to managers and leaders.

Experience leading recruitment and staffing activities.

Knowledge of employment and human rights legislation.

Strong relationship‑building, communication, and problem‑solving skills.

Demonstrated ability to exercise sound judgment and provide practical recommendations.

Strong organizational skills and the ability to balance multiple priorities.

Demonstrated initiative and a track record of taking ownership and delivering results.
