The System Support and Student Records Sector, within the Program and System Supports Division of the Ministry of Education and Childcare provides school accreditation services, student records and system support, program administration, compliance verification, and policy guidance. The sector works collaboratively with school authorities and ministry partners to strengthen system capacity and support inclusive, responsive educational services for children and students across Alberta.

Reporting to the Manager of Policy and Accreditation, the Research and Program Analyst provides a broad range of analytical and policy support to the sector, comprised of management, professional and administrative support staff. The analyst supports the development, evaluation, and implementation of departmental and cross-ministry policies, regulations, and procedures. The role includes research tasks, including jurisdictional scans and the collection and synthesis of information from internal and external sources, to support evidence-based decision-making, strategic planning, and accountability processes. The position also provides project management support by coordinating workflows, monitoring progress, and managing multiple timelines and priorities across branch initiatives.
The Research and Program Analyst will be responsible for:
Research and Analysis: Conducting research and environmental scans to identify emerging issues, trends, risks, and opportunities related to accreditation and education supports.
Policy and Program Development: Analyzing legislation, policies, procedures, data, and stakeholder feedback to support program planning, policy development,
and operational decision-making.
Strategic Advice and Decision Support: Synthesizing information and providing evidence-based recommendations, options, and advice to support decision-makers.
Briefings and Communications: Preparing briefing notes, reports, correspondence, presentations, decision documents, and other materials for stakeholders and executive leadership.
Project Coordination Support: Providing project management support by planning activities, tracking progress, identifying and monitoring risks, and coordinating resources and deliverables.
Stakeholder Engagement and Collaboration: Supporting consultation and engagement activities within the sector, with ministry partners, and other stakeholders by gathering input, summarizing feedback, and identifying key themes.
Issue Management: Monitoring emerging issues and responding to inquiries and information requests by providing timely, accurate, and professional advice.

Qualifications University graduation in a related field plus 2 years progressively responsible related experience; or equivalent as described below.
Equivalency:
Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
Required Skills for the role
Experience conducting research, analysis, and environmental scans to support policy, program, or operational decision-making.
Ability to interpret legislation, policies, procedures, data, and stakeholder input to identify issues, options, and recommendations.
Strong written and verbal communication skills, including the ability to prepare briefing notes, reports, correspondence, summaries, and decision materials for a variety of audiences.
Strong project management skills, such as planning activities, tracking progress and ensuring timely deliverables that support program monitoring and reporting.
Strong organizational skills with the ability to coordinate tasks, manage competing priorities, track deliverables, and meet timelines with accuracy and attention to detail.
Ability to build effective working relationships and collaborate with internal teams, ministry partners, and other stakeholders.
Ability to exercise sound judgment, maintain confidentiality, and provide timely, professional responses to inquiries and information requests.
Assets for the role
Experience working in a policy, strategic planning, or public-sector related workplace.
Knowledge of Alberta’s education system, school authority operations, or accreditation processes.
Experience supporting policy or program implementation projects involving multiple stakeholders or cross-functional teams.
Proficiency using Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and SharePoint, to support analysis, documentation, coordination, and reporting.
This is one Permanent position, full-time position working 36.25 hours per week, Monday to Friday, in office.
