Overview

Reporting to the Manager, Utility Planning and Programs (Sanitary and Stormwater), the Utilities Engineering Technologist supports the planning, design, construction, and long-term management of municipal sanitary and stormwater infrastructure. The role combines field surveying, CAD drafting and design, construction administration, asset management, and project coordination activities. Working closely with engineers, project managers, consultants, contractors, developers, and residents, the successful candidate supports projects through all phases of delivery, from preliminary investigations and design through construction, record drawing review, GIS integration, and asset management.

Responsibilities

- Conduct topographic, construction, and as-built surveys using GPS, laser level, and related survey equipment to support municipal infrastructure projects.
- Prepare and update engineering drawings and design deliverables using AutoCAD/Civil 3D for small sanitary and stormwater infrastructure projects, drainage improvements, and utility initiatives.
- Review construction drawings, specifications, contract documents, and consultant submissions, identifying omissions, deficiencies, constructability concerns, and compliance issues.
- Support construction administration activities including review of contractor submittals, preliminary review of progress payment certificates and change orders, quantity verification, and contract documentation.
- Perform field inspections during construction and warranty periods; document site conditions, deficiencies, material testing, safety concerns, and required corrective actions.
- Maintain detailed project records, field notes,



inspection reports, photographs, correspondence, and project closeout documentation.
- Coordinate project closeout activities, including review and quality assurance of as-built records and submission of asset information for integration into the City's GIS, CMMS, and corporate asset databases.
- Collect, analyze, and validate infrastructure and asset management data to support capital planning, operations, regulatory compliance, and utility programs.
- Assist with procurement activities, tender preparation, cost estimates, scheduling, consultant coordination, permitting, stakeholder engagement, signage coordination, and public communications.
- Support the administration of sanitary and stormwater utility programs, monitoring initiatives, and customer service activities.
- Perform other duties as assigned.

Education
- Minimum 3-year post-secondary degree/diploma with a background in Civil/Environmental Technology or related field.

Experience

- Minimum 2 years' experience in the civil/environmental engineering industry with an in-depth understanding of engineering principles.

Additional Requirements

- Registered Certified Engineering Technologist (CET) with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT); or must be eligible to possess CET designation within 1 year of the successful award of the position.




- MTO Class "G" driver's license in good standing and use of a personal vehicle for city business.
- Must provide Drivers Abstract at your own expense as a condition of employment.

Knowledge, Skills, And Abilities

- Ability to participate as an effective team member.

- Ability to work outdoors in all types of weather.
- Proficiency in using a personal computer with the ability to use software programs such as Office 365, Cityworks, SAP, OnPoint, Bluebeam, Civil 3D, etc.
- Experience conducting topographic, construction, and as-built surveys.
- Experience reviewing engineering drawings, specifications, and contract documents.
- Experience with construction inspection and contract administration.
- Experience with GIS and asset management systems.
- Ability to review as-built records and maintain infrastructure asset data.
- Knowledge of municipal construction practices, DGSSMS, OPS, and related standards.
- Knowledge of stormwater and wastewater industry-related regulations, legislation, guidelines, standards, procedures, inspections, etc.
- Ability to interpret and apply environmental legislation and knowledge of policies, procedures and guidelines to plan and deliver compliance systems; and to ensure that regulatory considerations are incorporated into all phases of program development and coordination.
- Excellent mathematical skills. Preferably possessing some exposure to accounting principles.
- Highly developed communications skills (verbal & written to effectively deliver presentations, reports, contracts etc.).
- Reliable with a valuable attitude and employment record.
