The Manitoba Arts Council (MAC) is an arm’s-length agency of the Province of Manitoba, established in 1965 to "promote the study, enjoyment, production and performance of works in the arts."
MAC distributes approximately $12 million annually in grants to Manitoba artists, collectives, and arts and cultural organizations, supporting a vibrant and diverse arts sector for the benefit of Manitobans.
Position Summary The Manitoba Arts Council is seeking a Senior Accountant to join its 15-person staff team. The Senior Accountant is the sole finance position in the organization and as such is responsible for maintaining all financial records of the Council in a timely and efficient manner, adhering to internal controls. The Senior Accountant reports to the Executive Director, works collaboratively with the entire staff team, and liaises with the Board of Directors.
Responsibilities & Duties Full Cycle accounting, including:
Maintaining all general ledger accounts, including posting and verifying transactions
Reconciling accounts on a monthly basis, including to the grants database (SmartSimple)
Processing and paying bills on a regular basis, using various payment methods
Processing and receiving payments
Working within the grants database for information and file exports
Overseeing and maintaining cash flow and cash flow forecasts
Implementing prudent investment and cash management strategies
Reconciling and maintaining the capital assets schedule
Preparing internal reports monthly, performing variance analysis for the Board and Management
Preparing and filing any required returns (GST, PST, deductions, contributions)
Reporting to government on a quarterly and annual basis, meeting tight deadlines and following any changes to public sector reporting standards (using Excel and Word templates, as well as the government reporting portal)
Preparing annual audit and working with the auditors at year end
Preparing the annual budget alongside the Executive Director
Preparing the annual Charity Returns




Preparing and processing payroll on a bi-weekly basis, including understanding and complying with rules of payroll (calculating pension, group benefits and union dues)
Processing T4s and T4As annually
Maintaining strong internal controls and ensuring adherence to accounting standards, regulatory obligations, and company policies
Maintaining accurate and confidential employee records
Understanding new reporting requirements and any changes to legislation as applicable
Providing financial and accounting opinions and information to the other team members as required
Working with and developing relationships with various government areas and departments, such as Treasury Division, Financial and Administrative Services, and Sport, Culture, Heritage and Tourism
Working with Management and other team members on various projects as required
Qualifications and Attributes MAC’s Senior Accountant can work independently, making accounting decisions based on experience. They possess excellent organizational skills, are a quick learner, and can manage conflicting priorities while meeting deadlines. They have strong problem-solving skills and strong written and oral communication skills with the ability to convey financial information to a varied audience. They can maintain accurate and detailed work while upholding financial integrity and confidentiality in compliance with established rules and regulations.
Chartered Professional Accountant (CPA) designation in good standing.
Minimum of 7 years’ progressive accounting experience, with comprehensive knowledge of full-cycle accounting, in a public sector and/or not-for-profit workplace.




In-depth experience with accounting procedures, including recording entries, reconciling, and analyzing accounts while adhering to established standards.
Experience in the preparation and analysis of financial statements.
Experience in the preparation of annual budgets and forecasting.
Understanding and ability to prepare annual audit working papers.
Ability to prepare and process payroll using a payroll provider’s software, including calculating pension, group benefits, and processing T4s and T4As annually.
Ability to uphold the accuracy and integrity of the Council’s finances and reporting while maintaining confidentiality and integrity.
Proficient use of accounting software (Quickbooks), Microsoft Office programs (specifically Outlook, Excel, and Word) and other software (databases, banking, payroll).
Assets Proficiency in French (spoken and/or written)
Eligibility and Conditions of Employment Applicants must be legally entitled to work in Canada
Compensation This full-time position is exempt from Union membership and has a salary range of $79,270 to $92,782 per year. MAC participates in Manitoba’s Civil Service Superannuation Board (Pension Plan) and offers a comprehensive health benefits plan.
Work Location and Schedule This position is based onsite at MAC’s office in Winnipeg. Regular working hours are 8:30 a.m. to 4:30 p.m., Monday to Friday. Occasional early evening work is required to attend Board and committee meetings.
