The Opportunity

McElhanney is looking for an experienced Asset Management Lead to join and strengthen our existing Asset Management team in British Columbia.

Working closely with our municipal infrastructure, community planning, engineering, GIS, and data teams, you will help municipalities, regional districts, Indigenous communities, government organizations, and other infrastructure-owning clients make informed decisions about the assets and infrastructure they own and manage.

This is a hands-on technical, project delivery, and advisory role for someone who can move comfortably between strategy and implementation. You may be facilitating a workshop with municipal leadership to establish levels of service one day and developing an asset dataset, lifecycle model, financial forecast, or prioritized capital program the next.

You will lead and deliver asset management assignments across the full asset lifecycle from asset inventories and condition assessments through risk, lifecycle planning, financial forecasting, maintenance planning, and asset optimization. You will work with clients at different stages of asset management maturity to develop practical approaches that reflect their organizational capacity, infrastructure needs, financial realities, and long-term service objectives.

The successful candidate will bring strong asset management experience, practical analytical capability, and the ability to translate complex infrastructure information into clear, defensible, and actionable recommendations.

This position can be based in any McElhanney office in British Columbia with the ability to work in a hybrid work environment and flexibility for in-office days as required.

What You’ll Do

Asset Management Planning &

- Advisory

- Lead the development and implementation of Asset Management Strategies, Policies, Plans, frameworks, and improvement roadmaps tailored to client needs, maturity, and industry best practices.
- Conduct asset management maturity and organizational capability assessments, including reviews of governance, processes, systems, data, roles, and decision-making practices.
- Lead the development and refinement of Levels of Service (LOS), performance measures, gap assessments, and service delivery objectives.
- Provide practical asset management advisory services to municipalities, regional districts, Indigenous communities, government organizations, and other infrastructure-owning clients.
- Help clients translate strategic objectives into practical asset management programs, priorities, processes, and investment decisions.
- Identify opportunities for asset optimization, including improving asset performance, extending useful life, managing risk, and achieving better value from existing infrastructure.

Condition, Risk &

- Lifecycle Management

- Lead desktop, data-driven, and visual condition assessment assignments across a range of infrastructure asset classes.
- Develop risk-based asset management frameworks, including likelihood and consequence analysis, criticality assessments, and identification of critical assets.
- Develop lifecycle management strategies and prioritized renewal, rehabilitation, replacement, and maintenance programs.
- Prepare lifecycle investment models, whole-life costing analyses, and long-term infrastructure investment scenarios.
- Incorporate climate change, resilience, sustainability, and changing service requirements into asset management planning and investment decisions.
- Identify opportunities to optimize infrastructure performance, cost, risk, and service outcomes across the asset lifecycle.

Asset Data, Analysis &

- Decision Support

- Lead and contribute directly to asset inventory development, data collection, validation, cleansing, reconciliation, and analysis.
- Develop, maintain, and interpret asset management datasets, spreadsheets, models, registers, and decision-support tools.
- Work with complex infrastructure datasets to identify gaps, trends, risks, priorities, and investment requirements.
- Establish practical approaches to asset data governance, including data standards,



ownership, lifecycle tracking, quality assurance, and historical record retention.
- Assess existing client data, systems, and processes and recommend improvements appropriate to the client's needs and organizational capacity.
- Work collaboratively with McElhanney’s GIS, engineering, planning, and data specialists to integrate spatial, technical, financial, and operational information into asset management solutions.
- Translate technical and quantitative analysis into clear recommendations that can be understood and acted upon by technical and non-technical audiences.

Financial &

- Maintenance Planning

- Prepare asset portfolio valuations and short-, medium-, and long-term capital and operating forecasts.
- Develop infrastructure investment scenarios that help clients understand funding requirements, infrastructure deficits, risk exposure, and potential trade-offs.
- Support the development of capital and operating funding strategies, including alignment with applicable grant and funding programs.
- Develop operations and maintenance plans, budgets, work programs, and performance measures.
- Support clients in implementing and improving maintenance management practices and systems, including work orders, preventive and prioritized maintenance programs, asset histories, and performance monitoring.
- Connect asset condition, risk, service levels, lifecycle requirements, and financial information to support defensible infrastructure investment decisions.

Project &

- Client Leadership

- Act as Project Manager and/or Technical Lead on multidisciplinary asset management assignments.
- Develop project scopes, methodologies, work plans, budgets, schedules, and deliverables.
- Lead client workshops, interviews, engagement sessions, and technical presentations.
- Build trusted relationships with municipal staff and leadership, Indigenous communities, government organizations, infrastructure operators, and other interested parties.
- Work closely with McElhanney’s municipal infrastructure and community planning teams to provide integrated solutions to clients.
- Coordinate technical input from engineering, planning, GIS, data, and other specialists across McElhanney.
- Prepare clear, practical technical reports, presentations, recommendations, and implementation plans.
- Support proposals, client development, and the continued growth of McElhanney’s asset management services.
- Develop knowledge sharing, tools, templates, methodologies, and continuous improvement across the existing Asset Management team.

What You’ll Bring We recognize that strong asset management professionals can develop their expertise through different educational, technical, operational, consulting, and public-sector career paths. For this role, we are primarily interested in demonstrated asset management capability, practical experience, and the ability to deliver results for clients. The successful candidate will bring:

- 5+ years of progressive asset management experience, ideally within infrastructure-owning organizations and/or consulting.
- Experience developing and delivering asset management strategies, plans, frameworks, and improvement initiatives.
- Strong knowledge of condition, risk, lifecycle, levels of service, financial planning, and capital prioritization.
- Hands-on experience with asset inventories, datasets, spreadsheets, analytical models, and decision-support tools.
- Experience working with municipalities, Indigenous communities, government, utilities, or other infrastructure-owning organizations.
- Knowledge of Canadian asset management practices, frameworks, standards, and funding environments.
- Experience across both public-sector and private sector/consulting environments is an asset.

What We Can Offer The salary range for this position is 80,000-150,000per annum. McElhanney offers fair compensation that is commensurate with the individual’s education, experience, skills, and professional qualifications. The posted base salary/wage range is representative of the required level of qualifications and experience for the position as noted in the job posting.
