If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.The Accounting Operations Supervisor serves as the supervisory and technical lead for the Financial Operations unit within the Office of the Inspector General (OIG) in the Department of Human Services (DHS).Responsibilities Include But Are Not Limited ToDirectly supervise a team of financial professionals responsible for budget management, revenue oversight, financial systems andProvide the integrative leadership necessary to ensure that OIG's financial operations functions as a coherent, accountable and audit-ready enterprise.Combines seasoned skilled expertise in governmental fiscal and budgetary analysis.Hire, train, direct, evaluate and develop staff.Contribute an advanced analytical capability to financial forecasting, budget development, internal controls design and enterprise finance structure.Inform OIG executive leadership and the OIG Enterprise Operations Manager on financial matters necessary for decision-making, long-range planning and the effective delivery of OIG's mission to protect the integrity of DHS programs and services.Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.Demonstrated leadership experience*Leadership experience can include:Experience as a supervisor, lead worker, team lead, project lead; Completion of aState of Minnesota leadership program (e.G. goals and strategic actions100+ hours per year time commitmentANDFour (4) years of experience oversee the development, analysis, and/or forecasting of divisional operating budgets.Experience Must Demonstrate The FollowingSupervisory leadership, including the hiring, training, directing, evaluating and developing a team of staff.Support the budget development process and/or calendar, providing technical analysis, historical data, trend projections and/or narrative justification.Review and approve or deny general ledger transfers, ensuring accuracy, proper coding and/or alignment with applicable financial policies and/or budget structures.Design accounts payable and accounts receivable workflows and/or approval structures.Analyze financial data, synthesize findings across program areas and systems, draw conclusions and make recommendations to management.Design and implement financial systems, workflows and internal controls.Preferred QualificationsKnowledge of government financial regulations, fiscal analysis and financial reporting, including MMB financial policies and procedures, statewide budget development processes and Departmental Earnings requirements.Understanding of Minnesota Statutes, Session Laws and Rules pertaining to state budgeting, financial management and internal controls, including M.S. 16A and related fiscal provisions.Knowledge of state financial systems and OIG enterprise data structures, including SWIFT, general ledger architecture, Chart of Accounts conventions, revenue and expense coding systems, and OIG-specific financial platforms.Understanding of internal control frameworks, audit standards and compliance requirements applicable to state agency financial operations, including encumbrance control, reconciliation standards and audit readiness practices.Skilled at written and verbal communication, including the ability to present complex financial information clearly and persuasively to diverse audiences ranging from unit staff to OIG executive leadership and external oversight bodies.Understand and maintain confidential and private information in strict accordance with applicable protocols, policies, procedures and regulations.Variety of experiences working effectively with others from different backgrounds and cultures.Additional RequirementsThis position requires successful completion of the following:It Is The Policy Of The Department Of Human Services That The Individual Selected For This Position Successfully Complete a Background Investigation Prior To Employment, Including The Following ComponentsCriminal background checkReference checkFingerprinting check (MNJIS/CJIS)Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.About Human Services DeptWE MAKE A DIFFERENCE!
