Civil Foreman / Lead Pipelayer – Underground Utilities & Deficiency Work

We are seeking an experienced Civil Foreman / Lead Pipelayer to lead the completion of civil deficiencies on an active residential development in Langford.

This is a hands-on working foreman position. We need someone who understands underground civil construction from the trench up, can lead a small civil crew, coordinate directly with an excavator operator, interpret civil drawings and deficiency reports, and complete the work with minimal supervision from project management.

The successful candidate will be responsible for taking consultant and engineering deficiency lists, identifying the required work in the field, organizing the crew and equipment, and driving each item through to completion.

Key Responsibilities

- Lead and coordinate a small civil crew completing underground utility and deficiency work.
- Work directly with the excavator operator during excavation around live gas and other active utilities.
- Review civil drawings, record drawings, grades, elevations and consultant deficiency reports.
- Translate deficiency lists into clear daily field activities.
- Plan excavation sequencing and required materials before work begins.
- Install, repair and replace underground civil utilities including:

- Sanitary sewer

- Storm drainage

- Water services

- Service connections

- Cleanouts

- Catch basins

- Manholes
- Brooks boxes / service boxes
- Lead pipe installation and repairs to proper line and grade.
- Set and check elevations using laser level and available survey information.
- Install bedding and ensure proper pipe support.
- Direct backfilling and compaction operations.
- Coordinate repairs to damaged or deficient PVC sewer and drainage services.
- Repair and adjust cleanouts, boxes, lids and civil structures.
- Maintain separation and protection around existing live utilities.
- Identify underground conflicts and communicate issues before proceeding.
- Complete fine grading and civil preparation for road and parking areas.
- Prepare areas for base gravel, final grading and asphalt paving.
- Coordinate with project management, engineers, surveyors,



inspectors and other trades where required.
- Ensure work is completed safely, efficiently and to project specifications.
- Maintain productivity and quality while keeping the crew organized and accountable.

Required Experience Applicants must have substantial underground civil construction experience.

The successful candidate should have proven experience with:

- Civil foreman or lead-hand responsibilities.
- Underground utility construction.
- Sanitary, storm and water installations.
- Civil pipelaying and pipe repair.
- Working around live gas, water, hydro and telecommunications utilities.
- Reading civil IFC drawings, plans, profiles and details.
- Reading grades, elevations and invert information.
- Working from consultant and engineering deficiency lists.
- Setting pipe to line and grade.
- Laser level use.
- Bedding, backfill and compaction.
- Manholes, catch basins, cleanouts and service boxes.
- Road construction, subgrade preparation and paving preparation.
- Coordinating excavator operators and labourers.

Leadership Expectations This position requires someone who can be given:

Civil drawings + deficiency reports + an excavator/operator + a small crew

…and take responsibility for organizing and completing the work.

You should be capable of:

- Planning the day’s work before excavation begins.
- Confirming utility locations and required elevations.
- Directing the operator safely around existing infrastructure.
- Keeping the pipelaying operation productive.
- Recognizing when something in the field does not match the drawings.
- Troubleshooting civil issues and communicating them clearly.
- Completing deficiency work without requiring constant supervision.
- Leaving completed areas properly compacted, graded and ready for the next phase.

This Is a Working Foreman Position We are not looking for someone who only supervises from outside the excavation.





The successful candidate must be prepared to work alongside the crew when required, including:

- Setting pipe.
- Checking grade.
- Installing fittings.
- Building service boxes.
- Assisting with structures.
- Directing compaction.
- Performing final civil finishing work.

Ideal Candidate The ideal candidate is an experienced civil pipelayer who has progressed into a foreman or lead role and understands how to efficiently coordinate the entire underground operation. You are comfortable making field decisions, keeping an operator and crew productive, reading drawings independently and ensuring work is completed correctly the first time.

You take ownership of the work rather than waiting for someone else to tell you every next step.

Qualifications

- Minimum 5 years of underground civil construction experience preferred.
- Foreman or lead-hand experience strongly preferred.
- Strong civil pipelaying background.
- Ability to read civil drawings and specifications independently.
- Experience working around live utilities.
- Valid driver’s licence.
- Reliable transportation.
- Strong communication and leadership skills.
- Safety-focused and able to maintain a professional jobsite.

Compensation Competitive hourly wage based on experience, leadership capability and demonstrated civil knowledge.

Higher compensation will be considered for candidates who can independently lead the deficiency scope and deliver the project through paving preparation with minimal management oversight.
