Position Objective The objective of this position is to ensure the development, coordination, and supervision of community services and infrastructure—including sports, cultural, recreational, and social activities—in order to enhance the quality of life, civic engagement, and local vitality of the Rural Community of Beausoleil.
The incumbent collaborates with municipal leadership, community organizations, and volunteer groups to ensure the smooth operation, accessibility, and enhancement of the community’s sports, recreational, and cultural facilities, while promoting diverse, inclusive, and well-organized programming for all age groups. He or she serves as a point of contact for residents, organizations, and partners, while ensuring the effective management of human, material, and financial resources related to community activities.
As a member of the management team, the incumbent provides inspiring leadership within the organization, demonstrates autonomy in carrying out their responsibilities, and contributes, through their dynamism and sense of initiative, to the ongoing development of services and community life.
Responsibilities
Reporting to the Chief Administrative Officer, the Director of Community Development is responsible for ensuring the implementation of the municipal strategic plan and the current cultural policy, as well as for planning, coordinating, and supervising all community programs, events, and services related to culture, sports, recreation, and community life. He or she must manage allocated budgets, prepare the necessary reports,
and contribute to the development of strategies aimed at improving the recreational services offered to the public.
The incumbent is also responsible for working closely with municipal leadership, partner organizations, and volunteer groups to support the management, operation, and development of community infrastructure and recreational services, with the goal of ensuring safe, efficient, and appealing access for the public.
He or she plays a key role in promoting citizen participation, celebrating cultural identity, and developing inclusive, intergenerational programming.
Main Responsibilities
- Develop, coordinate, and implement strategic directions related to community services.
- Collaborate with municipal leadership, partner organizations, and volunteer groups to ensure the smooth operation, promotion, and development of community, sports, recreational, and cultural facilities.
- Lead the teams under their responsibility (director, managers, support staff, contractors).
- Ensure rigorous budget management and seek out sources of external funding.
- Design and implement cultural, sports, recreational, and intergenerational programs tailored to the needs of the community.
- Encourage citizen participation and partnerships with local organizations.
- Promote the community’s cultural identity and social vitality.
- Monitor performance indicators and report results to senior management.
- Perform any other related or necessary tasks or responsibilities reasonably assigned and communicated by the CAO.
Desired Qualifications
Qualifications:
- A university degree in community development, recreation, sports, and tourism management, business administration, public administration, or other related fields.
- 5 to 10 years of experience in community development or social project management.
- Knowledge of local social issues and funding mechanisms.
- Skills in project management, facilitation, strategic planning, and evaluation.
- Fluency in French and English, both spoken and written.

- Strong organizational skills, attention to detail, discretion, and autonomy.
- Valuable priority management and ability to work on several files at once in a dynamic environment.

Working Conditions
- Permanent full-time position (35 hours/week).
- Availability required in the evenings, on weekends, and on statutory holidays depending on events or emergencies.
