What you’ll do
- The Protection & Control Engineering Division provides engineering expertise for BC Hydro's protection, control, automation, SCADA, and operational technology systems that support the safe, reliable, and secure operation of the provincial power system. The division serves as the technical authority for these disciplines and supports the full asset lifecycle, including planning, design, construction, commissioning, sustainment, regulatory compliance, and cybersecurity stewardship. The Protection & Control Engineering Division has an exciting opportunity for a Team Lead, Industrial Control Systems (ICS) Compliance based at BC Hydro's Edmonds office in Burnaby, BC. Reporting to the P&C; Engineering Division Manager, you will lead a multidisciplinary team of compliance engineers and contractors responsible for ensuring NERC Critical Infrastructure Protection (CIP) requirements and cybersecurity controls are effectively implemented and sustained across transmission station Protection & Control, SCADA, teleprotection, and Industrial Control System (ICS) assets. You will provide people leadership, technical direction, and work program oversight while collaborating with Engineering, Operations, Asset Planning, and Compliance teams to integrate compliance requirements into capital and maintenance programs and maintain audit-ready evidence. This role plays a key part in strengthening BC Hydro's compliance posture, managing regulatory risk, and fostering a culture of safety, accountability, and continuous improvement. Key Responsibilities:
- Lead, develop, and mentor a high-performing team by fostering a culture of safety, accountability, inclusion, and continuous improvement.
- Provide strategic direction and oversight for NERC CIP compliance activities affecting transmission station ICS, SCADA, teleprotection, and Protection & Control assets.
- Ensure compliance with applicable CIP standards, including CIP-002, CIP-003, CIP-005, CIP-006, CIP-007, CIP-013, and related cybersecurity requirements.
- Serve as BC Hydro's technical lead and subject matter expert for transmission station CIP compliance, providing technical leadership and support for audits, self-certifications, vulnerability assessments, investigations, root cause analyses, corrective actions, mitigation plans, and regulatory engagements with WECC and other governing bodies.
- Manage team resources, work programs,
and consulting support to deliver business objectives while maintaining engineering quality and Owner's Engineer responsibilities.
- Build robust partnerships across Engineering, Operations, Project Delivery, the CIP Program Office, Reliability Standards Assurance, Supply Chain, and external service providers.
- Champion professional practice and ensure compliance with EGBC quality management requirements, BC Hydro standards, and industry best practices.
- Represent BC Hydro through industry committees, working groups, audits, and forums, and communicate complex compliance and technical matters to diverse audiences.
What you bring
- Bachelor’s degree in electrical engineering from a recognized university.
- Registered Skilled Engineer (P.Eng.) with Engineers and Geoscientists BC (EGBC).
- Minimum 10 years of progressive experience in electric utility protection & control, industrial control systems (ICS), cybersecurity, operational technology (OT), systems. The successful candidate will demonstrate:
- Experience leading technical teams, programs, projects, or multidisciplinary initiatives in a complex engineering environment.
- Proven ability to interpret and apply regulatory requirements, lead compliance programs, and support audits, investigations, and corrective action initiatives.
- Strong leadership, coaching, stakeholder engagement, and relationship management skills, with the ability to influence outcomes and build consensus across diverse groups.
- Strong analytical, decision-making, and problem-solving skills, with demonstrated success managing technical, operational, and compliance risks.
- Strong knowledge of NERC CIP standards and cybersecurity principles applicable to industrial control systems and operational technology environments.
- Knowledge of transmission station technologies, including SCADA systems, teleprotection systems, remedial action schemes (RAS), protection and control systems, industrial control networks, programmable logic controllers (PLCs), remote terminal units (RTUs), and human-machine interfaces (HMIs).
- Understanding of engineering governance, cybersecurity risk management, compliance frameworks, and regulatory requirements applicable to critical infrastructure environments.
- Excellent written, verbal, and technical communication skills,
with the ability to translate complex technical and regulatory requirements into clear, actionable guidance. Why Join Us? - This is a hybrid position based at BC Hydro's Edmonds office in Burnaby, BC, with a minimum in-office requirement of three days per week.
- Occasional travel within British Columbia is required. A valid Class 5 BC Driver's Licence in good standing is a condition of employment.
