Position: Facilities Manager

Location: Charlottetown, Prince Edward Island

Job Type: Full time The Prince Edward Island BioAlliance is the catalyst of a vibrant and fast-growing cluster of bioscience- based businesses, research and academic institutions, investors, and government agencies, aligned to create an innovation ecosystem focused on technology commercialization and business success.

Enabling infrastructure is a key part of supporting the bioscience ecosystem on Prince Edward Island and the PEI BioAlliance, with support from key stakeholders, has already established a 21,000sqft Bioscience Manufacturing Unit (BMI) and is currently building a 39,000sqft BioAccelerator to complement the BMI. Both buildings, located side by side, form a “campus” in the BioCommons park (within the West Royalty Business park in Charlottetown, PEI). The PEI BioAlliance is looking to recruit a Facilities Manager to lead the operational support, maintenance and scheduling of activities to maintain productive and high performing infrastructure units that supports tenant needs.

The role is expected to commence in Fall 2026 to take on management of the BMI facility along with participating in the building and commissioning of the BioAccelerator, scheduled to open in 2027.

We are looking for an experienced, flexible and resourceful Facilities Manager to support these core infrastructure assets and participate in the development of future initiatives alongside the PEI BioAlliance team. This role is ideal for someone who is well organized, methodical, and service-oriented, with a strong work ethic and a “can-do” attitude. You are comfortable engaging with tenants, contractors, and regulators, and you are equally willing to conduct minor repairs, support shipping and receiving, and oversee campus services, all whilst respecting site SOPs and championing Health, Safety, and Workplace (HSE) across the campus.

This position will be responsible for planning, organizing and directing the operations and maintenance of all mechanical, electrical, fire and security systems on the campus,



along with the development of campus protocols and HSE related activities, as well as seeking opportunities for cost efficiencies and savings for the campus.

Key Responsibilities

● Manage and maintain all building systems and campus grounds

● Act as a primary liaison point with all tenants

● Develop and support an active, risk based, preventative maintenance schedule that improves equipment reliability, maximizes asset performance and reduces unplanned downtime

● Coordinate PHAC-related compliance testing, hood certification, autoclave validation, and other regulated facility requirements.

● Ensure compliance with applicable PEI safety codes, boiler regulations, and HSE requirements.

● Ensuring repairs and maintenance are conducted in a timely, organized and documented manner, seeking opportunities for continuous improvement and cost reduction / energy efficiency.

● Lead root cause analysis and corrective action initiatives in support of the facilities.

● Collaborate with finance in managing maintenance budgets and oversee contractor relationships and service agreements.

● Plan, organize and direct administrative services such as signage, waste removal, common area cleaning, warehousing, security, landscaping and snow removal.

● Respond to alarms, emergencies and system failures promptly.

● Lead commissioning and training on systems for infrastructure projects.

● Maintain a record of key operations activities, points of failure, testing and equipment malfunctions.

These key responsibilities are not intended to be all inclusive, the facility manager may be required to perform other job related duties as needed to meet business, operational, safety or regulatory requirements

Candidate Profile

Required





● Must possess a valid Class 4 power engineer certificate.

● A minimum 10 years experience in facility management roles along with related budget responsibilities.

● Demonstrable success in implementing preventative maintenance programs to support complex infrastructure.

● Excellent organizational and planning skills along with strong problem solving and communication skills.

● Knowledge of HVAC, steam/electric boilers, back-up generators and closed-loop geothermal systems.

● Working knowledge of electrical, plumbing, HVAC, refrigeration and building management systems.

● Excellent inter-personal skills with an ability to build strong tenant relationships through collaboration and effective communication across multiple stakeholders.

● Drivers license.

● Good time management, organization and prioritization skills.

● Positive solution-oriented attitude and self motivated.

Desirable

● Trades certification or Engineering degree.

● Experience with CMMS platforms advantageous.

● Prior experience in a regulated bioscience facility management role an advantage.

● Project management and capital project execution experience.

● Multi-site experience.

● Knowledge of biokill systems, purified water and neutralization systems.

● WHIMS, first aid, fork lift and other workplace safety training an asset.

● Ability to read and interpret technical drawings and manuals.

This position offers a competitive salary, commensurate with experience and qualifications. The anticipated salary range is expected to be within $75,000 - $110,000 per annum The closing date for applications is August 28th, 2026.
