Application Deadline: Monday, September 7, 2026 at 11:59 pm The Opportunity The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.

Under the general guidance and direction of the Manager of Financial Strategy and Reserve Management, the Financial Analyst - Development serves as a technical and strategic resource to support growth management and long-term financial planning. This position primarily oversees the compliance, accuracy, and analysis of the municipality's development charges (DCs) and development-related revenue streams, ensuring adherence to provincial legislation and municipal by-laws. Acting as a subject matter expert, the position provides interpretation and guidance on development agreements, legislative impacts, and other development related financial matters to both internal staff and external stakeholders.

Overall this position monitors the municipality's long-term fiscal health by supporting reserve management, long-term financial planning, and debt coordination. Through advanced data modeling, revenue forecasting, and variance analysis against long-term plans, the position provides reporting and analysis to support long-term planning decision-making. Additionally, the role provides general analytical support by delivering ad hoc reporting, driving process improvements, and participating in projects and other initiatives as required.

Education (degree/diploma/certifications)

- Four (4) year University Degree in Commerce, Business Administration, Finance, Economics, or related discipline
- Eligibility for and working towards Professional Accounting Designation - Professional Accountant (CPA),



or Chartered Financial Analyst (CFA)

Experience

- Four (4) years of experience performing duties related to the above mentioned major responsibilities
- Demonstrated experience working with, interpreting and applying the Development Charges Act.
- Demonstrated experience working in accounting and financial analysis in a municipal environment.
- Demonstrated experience working in long-term financial planning.

Knowledge/Skill/Ability

- Working knowledge of the following legislation, regulations, or requirements: Development Charges Act, Municipal Act, Planning Act, and Public Sector Accounting Board Standards (PSAB).

- Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.

Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply Wage: This a permanent full-time non-union position with the following pay level and 2026 pay range:

- Pay Level: Level 12
- Yearly Salary: $90,634.70 to $121,449.59
- Hourly Pay Rate: $49.80 to $66.73
