Human Resources Business Partner – Labour Relations

Fraser International Recruitment is partnering with a large, established organization in Greater Victoria to recruit an experienced Human Resources Business Partner – Labour Relations.
This position is ideal for an HR professional with solid experience in labour relations, employee relations, investigations, grievance management, accommodation, performance management, and leadership advisory support.

The Opportunity
Reporting to a senior Human Resources leader, the HR Business Partner will provide strategic and operational HR support to leaders across a complex, unionized workforce.
The successful candidate will act as a trusted advisor to management while supporting labour relations, workforce planning, organizational effectiveness, employee relations, and broader HR initiatives.
Approximately 60–70% of the position will focus on labour and employee relations.
Key Responsibilities
- Provide HR and labour relations advice to managers, directors, and operational leaders.
- Interpret and administer collective agreements, organizational policies, employment legislation, and HR practices.
- Manage grievances through various stages of the grievance process.
- Conduct complex workplace investigations involving conduct, harassment, attendance, performance, and policy concerns.
- Provide guidance regarding progressive discipline, performance management, and termination decisions.
- Support grievance resolution, mediation, arbitration preparation, and labour-management meetings.
- Develop case strategies, investigation summaries, briefing notes, and management recommendations.
- Partner with union representatives to resolve workplace concerns and maintain constructive labour relations.
- Advise leaders regarding attendance management, disability management, accommodation,
and return-to-work matters.
- Support workforce planning, organizational restructuring, job redesign, and position evaluation initiatives.
- Coach managers on difficult employee conversations, conflict resolution, and leadership effectiveness.
- Identify emerging employee relations trends and recommend proactive interventions.
- Support collective bargaining preparation, research, costing, and implementation of negotiated changes.
- Partner with HR specialists in Talent Acquisition, Compensation, Benefits, Payroll, Disability Management, and Organizational Development.
- Support implementation and continuous improvement of HR policies, programs, systems, and processes.
Qualifications
- Degree or diploma in Human Resources, Business Administration, Labour Relations, or a related discipline.
- Approximately 5+ years of progressive Human Resources experience.
- Strong experience working within a unionized setting.
- Demonstrated experience handling grievances, investigations, discipline, performance management, and collective agreement interpretation.
- Strong understanding of British Columbia employment and labour legislation.
- Experience working directly with operational leaders and senior management.
- Excellent judgment, communication, negotiation, and conflict-resolution skills.
- Ability to independently manage sensitive and complex employee relations matters.
- Strong documentation, investigation, and report-writing abilities.
Preferred Qualifications
- CPHR designation or progress toward designation.
- Experience supporting multiple collective agreements or bargaining units.
- Experience with arbitration preparation and collective bargaining.
- Previous experience in healthcare, transportation, utilities,
municipal government, post-secondary education, manufacturing, construction, logistics, public sector, or another highly unionized environment.
Compensation & Work Arrangement Salary: $95,000–$115,000 annually, depending on experience.

The position is based in Greater Victoria, BC, with an anticipated hybrid schedule of approximately 3 days onsite and 2 days remote, subject to operational requirements. Occasional travel between worksites across the Greater Victoria region may be required.
